Council Minutes of 3/15/2{105
Board of Control; and declaring an emergency. Councilman Gareau moved for adoption.
The motion was seconded by Councilman Limpert and passed unanimously. Ordinance
No. 2005-1 S adopted.
Ordinance No. 2005-16 introduced by Councilman Nashar on behalf of Mayor Musial
and the entire Council was given its third reading. An ordinance authorizing the Mayor
to enter into an acquisition agreement with the Greater Cleveland Regional Transit
Authority, providing for the sale of assets and transfer of all North Olmsted Municipal
Line operations to the Greater Cleveland Regional Transit Authority, and declaring an
emergency. Councilman Nashar moved for adoption, and the motion was seconded by
Councilman McKay. Roll call: Nashar, yes; McKay, yes; Miller, yes, with comment.
"Mr. Calabrese, obviously you have an obligation to live up to your contractual
commitments in this matter. However, you have some moral obligations as well. You
have an obligation to this city to provide quality services to all of our residents, that
includes both our seniors and school children who may need special services. You have
an obligation to respect our drivers and treat them as the professionials that they are. You
also have an obligation to take care of equipment that we pass on, maintain them, keep
them clean and safe for our residents. It is our hope then that you follow up with these
obligations, that you remember what North Olmsted has provided. I see where there is a
SO`h anniversary of one of the Shaker rapid lines. Think of this as a gift that you took
from us." Roll call continued: Dailey, yes, with comment. "It is with regret that I do
vote yes on this this evening. For years, NOMBL has served this community. From Tom
Terbrack down, NOMBL has been nothing but class. While change is difficult, I do feel
that the city, with the help of Congressman Kucinich, has fought the good fight and done
what it could do in an attempt to save NOMBL. To all who hive been employed at
NOMBL and have served this area for so long, I thank you far your service to our
residents, not only in this area but more importantly to the residents of North Olmsted. I
thank you and wish you all well in the years to come. I vote yes this evening." Roll call:
Limpert, yes, with comment. "This is a very difficult vote for me. I think I've
commented to many of you I believe my grandfather Elliott wrote the check to get the
first two buses. I think for the last 30 years we've had more or less what I would call a
marriage relationship with RTA, NOMBL and RTA. I think for 3Q years overall it's been
like many marriages, it's had some good times and it's had some bad times, but overall
the good times outweigh those bad times. Now after 30 years, .one of this couple has
decided they want a divorce. We're at a point where it's really no longer up to the other
spouse. We could fight this. We could try to do whatever, and I think the ante would just
keep being raised of where more sacrifice would be asked of the city and our employees.
I`ve wrestled with this. I can't think of anything more we could do. Negotiation as far as
renewal has never been an option according to the other spouse. The options in the
acquisition started off of just one spouse wanted freedom, at least know there is some
support for the employees which shall we say are the children of this marriage and some
support to help the other spouse through this time. It's very regretful but, to say anything
but yes would not be in the best interest of anyone. Thank you." .Roll call: Kasler, yes;
Gareau, yes. The motion passed unanimously. Ordinance No. 2005-16 adopted.
President O'Grady expressed sincere thanks to the North Olmsted Municipal Bus Line
family.
16
