Council Minutes of 3/15/2005 <br />Ordinance No. 2005-18 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Director of Public Service to request proposals from <br />professional testing firms for various testing services for the new Fire Station No. 2 <br />project, further authorizing the Mayor, following approval of the Board of Control, to <br />enter into a contract with the professional testing firm selected in the RFP process, and <br />declaring an emergency. <br />Ordinance No. 2005-19 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing health care benefits for non-bargaining unit employees of the City <br />of North Olmsted, and declaring an emergency. Councilman Limpert moved for <br />suspension of the rule requiring three readings and noted that the legislation had been <br />reviewed by committee. The motion was seconded by Councilman Gareau and passed <br />unanimously. Councilman Limpert moved for adoption. The motion was seconded by <br />Councilman Gareau and passed unanimously. Ordinance No. 2005-19 adopted. <br />Ordinance No. 2005-21 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing and directing the crediting of all revenues received from <br />emergency medical services and ambulance transportation billings in the year 2005, <br />which would otherwise be credited to the "Emergency Medical Services Fund," to the <br />General Fund, and declaring an emergency. <br />Ordinance No. 2005-22 was introduced and placed on first reading by Councilman <br />Gareau on behalf of himself and Councilman Limpert. An ordinance amending Section <br />107.14 of Chapter 107 of the Administrative Code, entitled "Ethics Commission; Powers <br />and Duties," to provide for a change in the composition of the City Ethics Commission, <br />and declaring an emergency. Councilman Gareau moved for suspension of the rules <br />requiring three readings and committee review. The motion was seconded by <br />Councilman Limpert and passed unanimously. Councilman Gareau moved for adoption. <br />The motion was seconded by Councilman Limpert and passed unanimously. Ordinance <br />No. 2004-22 adopted. <br />Ordinance No. 2005-23 was introduced and placed on first reading. by Mayor Musial. An <br />ordinance authorizing the Mayor to enter into an employee transition agreement with the <br />American Federation of State, County and Municipal Employees, Ohio Council 8 and <br />Local 3517 ("AFSCME") and the Greater Cleveland Regional Transit Authority <br />("GCRTA"), providing for the settlement of North Olmsted empoyee claims arising out <br />of the city's acquisition agreement with GCRTA, and declaring an emergency. <br />Councilman Dailey moved for suspension of the rules requiring three readings and <br />committee review, and the motion was seconded by Councilman Limpert. Roll call: <br />Dailey, yes; Limpert, yes, commenting that the ordinance was discussed in executive <br />session last week. Roll call continued: Gareau, no; Kasler, yes; Nashar, no; Miller, no; <br />McKay, yes. The motion, which required atwo-thirds vote to pass, failed with four yes <br />votes and three no votes. As he was on the prevailing side, Councilman Gareau made a <br />motion to reconsider the motion to suspend 2005-23, and the motion was seconded by <br />Councilman Dailey.
