The committee unanimously recommended <br />approval subject to the recommendations of the various Boards and Commissions. <br />Councilman Gareau moved to approve the amendment to approved landscape <br />plans for Red Lobster, 25615 Brookpark Road, subject to the recommendations of <br />the various boards and commissions. The motion was seconded by Councilman <br />Miller and passed unanimously. <br />Third Federal Savings, 26949 Lorain Road. This proposal consists of <br />demolishing the existing Third Federal building and constructing a new building <br />and site improvements. The new building will be brick with a split face block <br />base. The roof material is asphalt shingles. Windows and architectural detailing <br />is provided on all four sides of the building as the parcel's double frontage makes <br />all sides of the building visible. The rooftop equipment will be screened with an <br />aluminum fence. The Planning and Design Commission recommended a white <br />fence; however, the committee recommended a charcoal color. The landscaping <br />plan provides for trees and other plant materials around the perimeter of the site, <br />with mounding on the north side to provide extra buffering to Whitethorn <br />residents. A black ornamental fence is also included around the perimeter. There <br />are currently three drives on the site. The proposal will retain three drives, though <br />the eastern most drive on Lorain Road will be exit only, right turn only to improve <br />circulation on site. All signage and lighting comply with the Zoning Code. No <br />variances were required for this proposal. Council member Orlowski expressed <br />concern about screening on the Whitethorn side of the property. Mr. Miller <br />agreed. By a vote of 2-1 (with council member Gareau voting no) the committee <br />recommended that the landscape be modified to add additional landscaping on the <br />southern mound to fill in the gaps and provide additional screening as follows: 3 <br />additional plantings. The committee unanimously recommended approval of the <br />proposal subject to the recommendations of the boards and commissions and the <br />following: 1) Roof top screening be charcoal. 2) Southernmost 4 lights on the <br />plan be shielded from the southwest corner to the southeast corner on the south <br />(residential side) side. 3) Modified landscaping as detailed above. Councilman <br />Gareau moved to approve the proposal to demolish and construct a new bank <br />building for Third Federal Savings, 26949 Lorain Road, subject to the <br />recommendations of the various boards and commissions and further subject to <br />the following: 1) landscape plan to be modified to add additional landscaping on <br />the southern mound to f 11 in the gaps and provide additional screening as follows: <br />3 additional plantings; 2) roof top screening to be charcoal; 3) southernmost 4 <br />lights on the plan are to be shielded from the southwest corner to the southeast <br />corner on the south side (residential side). The motion was seconded by <br />Councilman Orlowski and passed unanimously. <br />North Olmsted Towne Center, 24642-25174 Brookpark Road. This proposal <br />consists of an amendment to approved landscape plans. The city determined that <br />the partial landscaping installed on the site was different than that which was <br />approved by the Planning Commission and City Council last year. The applicant <br />submitted the as-built drawings for a minor change approval, but were denied, <br />much like Red Lobster. The applicant presented the landscape amendment to the <br />3 <br />
