Council Minutes of 12/19/2006 <br />vote of the North Olmsted electorate at the November 2005 general election upon <br />Issue 97, a Charter amendment proposal relating to the new Planning & Design <br />Commission. Councilman Gareau made a motion to amend Ordinance 2005-165. <br />The motion was seconded by Councilman Miller and passed unanimously. <br />Ordinance 2005-165 is amended. The legislation will be further discussed in a <br />future committee meeting. <br />• Ordinance 2006-197, legislation which amends Chapter 713 of the Business <br />Regulation Code ("Licensing of Rental Units") in order to provide for the <br />licensing of one, two and three family rental units in the city and to establish a <br />new licensing fee. Councilman Gareau made a motion to amend Ordinance <br />2006-197. The motion was seconded by Council Member Jones and passed <br />unanimously. Ordinance 2006-197 is amended. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on <br />December 12, 2006. In attendance were committee members Tallon and Miller; Council <br />Members Gareau, Orlowski, Barker, Jones; Assistant Law Director O'Malley, Human <br />Resources Director Farver, Mayor O'Grady, Safety Director Terbrack, Service Director <br />Limpert. The following items were discussed: <br />• Ordinance 2006-193, which changes the range of the Network Administrator. <br />The legislation was amended prior to the committee meeting. The ranges for <br />minimum wages have been changed as the State adopted a new minimum wage <br />law. The N/A line has been replaced with a dollar amount. Human Resources <br />Director Farver gave a presentation about the need for a raise in salary for the <br />Network Administrator. The job description will be codified at a later date. The <br />committee asked that there be a requirement of one year's experience for a person <br />without a Bachelor's degree. The committee requested more information and set <br />the date for another meeting for further discussion. <br />2) The committee met on December 19 with all Council Members, the Mayor and all <br />Directors in attendance. The following items were discussed: <br />• Ordinance 2006-203, a transfer ordinance. Finance Director Copfer gave a <br />presentation on the end of the year "housekeeping" that needed to take place. The <br />committee recommended approval. <br />• Ordinance 2006-193. Human Resources Director Farver provided information. <br />Council requested the changes be simplified. The committee recommended <br />approval of the legislation as amended by a 2-1 vote. Councilman Tallon made a <br />motion to amend Ordinance 2006-193. The motion was seconded by Councilman <br />Ryan and passed unanimously. Ordinance 2006-193 is amended. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee met on Tuesday, December 12, 2006. Present were committee <br />members J-ones, Barker, and Ryan; Council Members Gareau, Orlowski and Council <br />President Kennedy; Mayor O'Grady, Service Director Limpert, and Community Life <br />Services Director Dailey.
