Council Minutes of 12/19/2006 <br />Ordinance No. 2005-165 introduced by Mayor O'Grady was given its second reading. <br />An ordinance amending Chapter 149 of the Administrative Code ("Planning <br />Commission"), repealing Chapter 1125 of the Zoning Code ("Architectural Review <br />Board"), and amending Chapter 1126 of the Zoning Code (Commercial and Other <br />Building Permits), in order to effectuate the affirmative vote of the North Olmsted <br />electorate at the November 2005 general election upon Issue 97 (Charter amendment <br />proposal relating to new Planning & Design Commission) as amended. <br />Ordinance No. 2006-162 introduced by Councilman Gareau on behalf of himself and <br />Mayor O'Grady was given its second reading. An ordinance amending Chapter 1118 of <br />the Zoning Code in order to update and change the procedure for granting and revoking <br />conditional use permits as amended. <br />Ordinance No. 2006-193 introduced by Mayor O'Grady was given its second reading. <br />An ordinance amending the range of compensation rates and salary ranges for the various <br />Administrative and Legislative personnel to increase the salary range for the Network <br />Administrator, create a starting rate for the Outreach Worker, make the starting rate for <br />all part-time employees to be at least minimum wage, and to otherwise re-state the <br />compensation rate ranges .for said various administrative and legislative personnel for the <br />years 2006 and 2007, and declaring an emergency, as amended. Councilman Tallon <br />moved for suspension of the rule requiring three readings, and the motion was seconded <br />by Councilman Miller. Roll call: Tallon, yes; Miller, yes; Barker, yes; Gareau, yes; <br />Jones, yes; Orlowski, yes; Ryan, no. The motion passed with six yes votes and one no <br />vote. Councilman Tallon moved for adoption, and the motion was seconded by <br />Councilman Gareau. Roll call: Tallon, yes; Gareau, yes; Barker, yes; Jones, yes; Miller, <br />yes; Orlowski, yes; Ryan, no. The motion passed with six yes votes and one no vote. <br />Ordinance No. 2006-193 adopted. <br />Ordinance No. 2006-194 introduced by Mayor O'Grady was given its second reading. <br />An ordinance amending Section 141.09 of the Administrative Code, entitled <br />"Administrative Motor Vehicle Pool" in order to increase the number of motor vehicles <br />in the Administrative Motor Vehicle Fool from three (3) to four (4) as amended. Council <br />Member Dailey Jones moved for suspension of the rule requiring three readings. The <br />motion was seconded by Councilman Barker and passed unanimously. Council Member <br />Dailey Jones moved for adoption, and the motion was seconded by Councilman Barker. <br />Roll call: Jones, yes; Barker, yes; Gareau, yes; Miller, yes; Orlowski, yes, with comment <br />that all vehicles in the administrative motor vehicle pool should display the city logo or <br />emblem as all other city vehicles, with at least one logo on each of the two front doors. <br />Roll call continued: Ryan, no; Tallon, yes. The motion passed with six yes votes and <br />one no vote. Ordinance No. 2006-194 adopted. <br />Ordinance No. 2006-197 introduced by Council Member Dailey Jones on behalf of <br />herself, Councilman Barker and Mayor O'Grady was given its second reading. An <br />ordinance amending Chapter 713 of the Business Regulation Code, entitled "Licensing of <br />Rental Units," in order to provide for the licensing of one, two and three family rental <br />units in the City of North Olmsted, and to establish a new licensing fee as amended. <br />~' <br />8 <br />n~.~w., <br />
