Council Minutes of 11/21/2006 Ordinance No. 2006-192 was introduced and placed on first reading by Councilman Tallon on behalf of himself and City Council. An ordinance establishing and fixing the compensation for Council-at-Large members for the term of office commencing January 1, 2008 through December 31, 2011 and declaring an emergency. Ordinance No. 2006-193 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending the range of compensation rates and salary ranges for the various administrative and legislative personnel to increase the salary range for the Network Administrator, and to otherwise re-state the compensation rate ranges for said various administrative and legislative personnel for the years 2006 and 2007, and declaring an emergency. Ordinance No. 2006-194 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending Section 141.09 of the Administrative Code, entitled "Administrative Motor Vehicle Pool," in order to increase the number of motor vehicles in the administrative motor vehicle pool from three (3) to four (4). Ordinance No. 2006-195 was introduced and placed on first reading by Mayor O'Grady. An ordinance amending Ordinance No. 98-140, as previously amended by ordinance Nos. 2000-29 and 2002-183, so as to increase the program fee for participants in the city's Community Diversion Program, in order to address increases in program expenditures. Resolution No. 2006-196 was introduced and placed on first reading by Mayor O'Grady. A resolution ratifying the action of the Administrator of the Division of Youth Services in applying for a Juvenile Accountability Block Grant ("JABG"), further authorizing the Mayor to accept the grant, if awarded, and to execute all documents necessary to effectuate the receipt of the grant, and declaring an emergency. Councilman Tallon moved for suspension of the rules requiring three readings and formal committee review. The motion was seconded by Councilman Ryan and passed unanimously. Councilman Miller moved for adoption. The motion was seconded by Councilman Ryan and passed unanimously. Resolution No. 2006-196 adopted. Ordinance No. 2006-197 was introduced and placed on first reading by Council Member Dailey Jones on behalf of herself, Councilman Barker and Mayor O'Grady. An ordinance amending Chapter 713 of the Business Regulation Code, entitled "Licensing of Rental Units," in order to provide for the licensing of one, two and three family rental units in the City of North Olmsted, and to establish a new licensing fee. MISCELLANEOUS BUSINESS Councilman Ryan scheduled an Intra-Governmental Relations Committee meeting for 7 p.m. on Friday, December 1, to discuss Resolution 2006-65, and Council procedures for audience participation and setting of times for committee meetings. The Mayor is asked to attend. 13
