Council Minutes of 11/21/2006 <br />Ordinance No. 2006-192 was introduced and placed on first reading by Councilman <br />Tallon on behalf of himself and City Council. An ordinance establishing and fixing the <br />compensation for Council-at-Large members for the term of office commencing January <br />1, 2008 through December 31, 2011 and declaring an emergency. <br />Ordinance No. 2006-193 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending the range of compensation rates and salary ranges for the various <br />administrative and legislative personnel to increase the salary range for the Network <br />Administrator, and to otherwise re-state the compensation rate ranges for said various <br />administrative and legislative personnel for the years 2006 and 2007, and declaring an <br />emergency. <br />Ordinance No. 2006-194 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Section 141.09 of the Administrative Code, entitled <br />"Administrative Motor Vehicle Pool," in order to increase the number of motor vehicles <br />in the administrative motor vehicle pool from three (3) to four (4). <br />Ordinance No. 2006-195 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending Ordinance No. 98-140, as previously amended by ordinance <br />Nos. 2000-29 and 2002-183, so as to increase the program fee for participants in the <br />city's Community Diversion Program, in order to address increases in program <br />expenditures. <br />Resolution No. 2006-196 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution ratifying the action of the Administrator of the Division of Youth Services <br />in applying for a Juvenile Accountability Block Grant ("JABG"), further authorizing the <br />Mayor to accept the grant, if awarded, and to execute all documents necessary to <br />effectuate the receipt of the grant, and declaring an emergency. Councilman Tallon <br />moved for suspension of the rules requiring three readings and formal committee review. <br />The motion was seconded by Councilman Ryan and passed unanimously. Councilman <br />Miller moved for adoption. The motion was seconded by Councilman Ryan and passed <br />unanimously. Resolution No. 2006-196 adopted. <br />Ordinance No. 2006-197 was introduced and placed on first reading by Council Member <br />Dailey Jones on behalf of herself, Councilman Barker and Mayor O'Grady. An <br />ordinance amending Chapter 713 of the Business Regulation Code, entitled "Licensing of <br />Rental Units," in order to provide for the licensing of one, two and three family rental <br />units in the City of North Olmsted, and to establish a new licensing fee. <br />MISCELLANEOUS BUSINESS <br />Councilman Ryan scheduled an Intra-Governmental Relations Committee meeting for <br />7 p.m. on Friday, December 1, to discuss Resolution 2006-65, and Council procedures for <br />audience participation and setting of times for committee meetings.
