He is sure it has been a learning experience for everybody and <br />won't happen again. Roll call continued: Gareau, yes; Miller, yes; Tallon, yes; Jones, <br />yes. The motion passed unanimously. Resolution No. 2006-177 adopted. <br />Ordinance No. 2006-179 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance amending Section 521.09 of Chapter 521 (Health, Safety and <br />Sanitation) of the General Offenses Code, entitled "Noxious or Offensive Odors," in <br />order to deem as a nuisance condition emissions into the atmosphere from any air <br />contaminant source or control equipment that cause outdoor air to become unreasonably <br />odorous, and declaring an emergency. <br />Resolution No. 2006-1$0 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2007, and declaring an emergency. Councilman <br />Tallon moved for suspension of the rules requiring three readings and formal committee <br />review. The motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Tallon moved for adoption. The mation was seconded by Councilman Ryan <br />and passed unanimously. Resolution No. 2006-180 adopted. <br />Resolution No. 2006-181 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Community Life Services to advertise for bids <br />for the construction and furnishing of new ADA restrooms, playground equipment and <br />paths and other site improvements at the North Olmsted Park as detailed in the plans and <br />specifications on file, further authorizing the Mayor, after award by the Board of Control, <br />to enter into a contract or contracts with the lowest and best bidder(s), and declaring an <br />emergency. <br />Resolution No. 2006-182 was introduced and placed on first reading by Councilman <br />Tallon. A resolution directing the Auditor of Cuyahoga County to pay to the City of <br />North Olmsted, Ohio, during the year 2007, all money due and owing said city from any <br />collection source. Councilman Tallon moved for suspension of the rules requiring three <br />readings and formal committee review. The motion was seconded by Councilman Miller <br />and passed unanimously. Resolution No. 2006-182 <br />adopted. <br />Resolution No. 2006-183 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Mayor of the City of North Olmsted to negotiate and enter <br />into an agreement with the Westshore Council of Governments ("WCOG") and the cities <br />of Bay Village, Fairview Park, Rocky River and Westlake, providing for participation by <br />the City of North Olmsted in the Central Fire Dispatch Center operated by WCOG at St. <br />John West Shore Hospital, and declaring an emergency. <br />8 <br />
