Council Minutes of 11/8!2006 <br />Ordinance No. 2006-184 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending the Traffic Control File of the City of North Olmsted to provide <br />for prohibiting the standing or parking of motor vehicles at any time and at any location <br />on either side of Claque Road from Lorain Road to Broakpark Road, and declaring an <br />emergency. <br />Ordinance No. 2006-185 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Director of Public Service to donate Bus No. 204 (1976 <br />GMC Bus T8H-S307A) owned by the City of North Olmsted to the Ohio Museum of <br />Transportation. <br />Resolution No. 2006-186 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Service to advertise for bids for the <br />replacement of the sloped roof on Fire Station No. 1; further authorizing the Mayor, <br />subject to award by the Board of Control to enter into a contract with the lowest and best <br />bidder, and declaring an emergency. Councilman Tallon moved for suspension of the <br />rules requiring three readings and formal committee review, and the motion was <br />seconded by Councilman Barker. Roll call: Tallon, yes; Barker, yes; Ryan, yes, <br />commenting it is his understanding this has akeady been budgeted for. Roll call <br />continued: Gareau, yes; Orlowski, yes; Jones, yes; Miller, yes. The motion passed <br />unanimously. Dennis Lambert, 25057 Carey Lane, noted the cost mentioned during <br />caucus was $60,000. He thinks it is a lot of money to spend for a roof and felt the <br />legislation should be taken into committee to discuss alternatives. He suggested a steel <br />roof constructed from long sheets with interlocking ridges. This would be almost <br />indestructible and long-lasting as it is covered with a heavy weather-proof coating. <br />Councilman Miller said he and Councilman Barker believed a steel roof would be very <br />noisy when it rained and would interrupt sleep for the fire fighters. Councilman Ryan <br />said his understand was the administration has looked at this carefully and believes there <br />can be difficulty with the structure of the building and it should be taken care of before <br />winter. It has been budgeted for and Council has considered is carefully. Finance <br />Director Copfer explained this was discussed during the capital improvements discussion <br />earlier in the year. Councilman Miller said Mr. Limpert had advised Council early on in <br />the year about this issue. He is satisfied that alternatives have been considered and that <br />this is the best avenue. Councilman Tallon moved for adoption. The motion was <br />seconded by Councilman Barker and passed unanimously. Resolution No. 2006-186 <br />adopted. <br />MISCELLANEOUS BU$,~N„~SS <br />Councilman Barker scheduled a Recreation, Public Parks & Buildings Committee <br />meeting for 7 p.m. on Tuesday, November 14, to discuss Resolution 2006-181. The <br />Planning Director, Finance Director, Law Director, Mayor and Community Life Services <br />Director are asked to attend. Ms. Wenger will take care of inviting the guests to discuss <br />the park improvements. <br />9 <br />
