Council Minutes of 10/17/2006 <br />would like to thank the Community Development Black Grant Committee for their <br />`~_ ~ efforts. It's a commendable job that they do. It takes a lot of time, and he appreciates <br />what they do for the city. Roll call continued: Tallon, yes; Miller, yes; Orlowski, yes. <br />The motion and passed unanimously. Resolution No. 2006-167 adopted. <br />Resolution No. 2006-170 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />reconstruction of Great Northern Boulevard from NOMBL Lane to Country Ciub <br />Boulevard (excluding the bridge aver Interstate 480) in the City of North Olmsted as <br />detailed in the plans and specifications on file, further authorizing the Mayor to enter into <br />a contract with the lowest and best bidder for said repairs, and declaring an emergency. <br />Resolution Na. 2006-171 introduced by Mayor O'Grady was given its second reading. A <br />resolution accepting the amounts and rates as determined by the Budget Commission and <br />authorizing the necessary tax levies and certifying them to the County Auditor. <br />Councilman Tallon moved for suspension of the rule requiring three readings. The <br />motion was seconded by Councilman Miller and passed unanimously. Councilman <br />Tallon moved for adoption, and the motion was seconded by Councilman Miller. Roll <br />call: Tallon, yes; Miller, yes; Jones, yes; Orlowski, yes; Barker, yes; Ryan, yes with <br />comment that Mrs. Copfer has done a lot of work on this and he appreciates it. The <br />motion passed unanimously. Resolution No. 2006-171 adopted. <br />Resolution No. 2006-173 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Administrator of the Division of Aging to apply for Federal <br />Title III-C Nutrition Program Grant funds for fiscal year 2007 on behalf of the city, and if <br />the application is granted, further authorizing the Mayor to enter into an agreement with <br />the Western Reserve Area Office an Aging to accept said grant on behalf of the city. <br />Councilman Ryan moved for suspension of the rule requiring three readings. The motion <br />was seconded by Council Member Dailey Jones and passed unanimously. Councilman <br />Ryan moved for adoption. Resolution No. 2006-173 adopted. <br />Resolution No. 2006-174 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the city Building Department to request certification from the <br />Ohio Board of Building Standards for enforcement of the Residential Code of Ohio, in <br />order to exercise enforcement authority, accept and approve plans .and specifications, and <br />to conduct inspections. <br />Resolution No. 2006-175 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Law to take appropriate legal action, including <br />preparing, filing and prosecuting a motion in Cuyahoga County Common Pleas Court, for <br />the purpose of seeking to vacate and/or modify the following labor arbitration award: <br />North Olmsted Fire Fighters, IAFF Local 1267, AFL/CIO and City of North Olmsted, <br />Ohio, FMCS Case No. 040630-5932-8, decided by arbitrator Carrie Donald July 30, <br />2006, and declaring an emergency. Councilman Ryan moved for suspension of the rules <br />requiring three readings and formal committee review. The motion was seconded by <br />10 <br />ro~~~~~ <br />
