Council Minutes of 9/19/2006 <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee. <br />1) The committee met on Tuesday, September 12, 2006. Present were committee <br />members Jones, Barker, and Ryan; Council Members Orlowski, Gareau, Tallon and <br />President Kennedy; Mayor O'Grady, Law Director Dubelko, Planning Director Wenger, <br />Safety Director Terbrack, Service Director Limpert; guests. The committee discussed <br />Resolution 2006-150, a resolution authorizing the Director of Public Service to solicit <br />bids for the purchase of 8,000 tans of rock salt for ice and snow removal per <br />specifications on file in his office, and authorizing the Mayor to enter into a contract for <br />said purchase subject to approval by the Board of Control, and declaring an emergency. <br />Questions were asked about the possibility of joining with area communities to purchase <br />rock salt in an effort to save money. The Service Director replied that at this time it did <br />not seem prudent to go that route as the city does get the best price from one of the two <br />major suppliers of rock salt in the area. But that will be looke~cl into in the future. <br />Another question was what if the city purchased the rock salt earlier in the season and <br />stored it, could we save money that way? The Service Director replied that the city can <br />only purchase certain amounts because we have limited storage; he said that at this point <br />he does not know the exact amount that we can store but it cannot accommodate a full <br />year's supply. The storage building holds enough for aseveral-day storm event. The <br />committee unanimously recommended approval of the legislation. <br />AUDIENCE FARTIC~PAT~UN <br />Bruce Bruehler, 4440 Root Road, expressed concern about who is running the city and <br />specifically about three issues: (1) The lack of a sidewalk on Broakpark Road from the <br />Target store to Great Northern Blvd. making it difficult for the disabled to get to Target; <br />(2) Columbia Medical Building where a 10 foot grate was caving in, there was an orange <br />cone there for two months, and a hole and a pile of dirt was sitting there for two years; (3) <br />Ganley car dealership tore out 10 feet of sidewalk and filled in with 1 '/z inch limestone. <br />It took four complaints and somebody falling and the threat of a lawsuit before action <br />was taken by the Building Department. Ganley ran their drill rigs across his property, <br />knocking dawn trees and saplings; they asphalted their back parking lot with heavy <br />equipment at three o'clock in the morning and nave of the neighbors were notified. The <br />city, Ganley and residents agreed on a green fence to be put up, but Ganley put up a white <br />fence. The Building Dept. was notified when the first white post went up. It has been <br />five weeks, and nothing has been done about the fence. Councilman Gareau explained it <br />was part of the overall approved plan that part of the Chick-Fil-A project would include <br />landscaping and inclusion of a sidewalk down Brookpark Raad to connect where the <br />sidewalk ends from Target dawn to the intersection. Regarding Ganley, the white fence <br />is inconsistent with the approved plans that were submitted to the city. He would suspect <br />they won't get their certificate of occupancy until their plans are in conformity with what <br />is actually constructed. If they come to him as BZD Chairperson asking for a minor <br />change, he will say no. As the chief executive of the city, Mayor O'Grady invited Mr. <br />Bruehler to contact his office if he is not getting answers to his questions. He commented <br />that there is precedent in the city and, if Ganley deviates from their approved plan, they <br />won't get their occupancy permit. <br /> <br />8 <br />
