Council Minutes of 9/19/2006 <br />Dennis Lambert, 25057 Cazey Lane, thanked the Finance Director for providing him with <br />the information rgazding the Mayor's trip to Las Vegas. He didn't see anything <br />unreasonable about it, but wondered if personal expense accounts had been used. He was <br />assured by Finance Director Copfer and Mayor O'Grady that no personal city expense <br />accounts were used. The Mayor said he pays for meals out of his own personal home <br />accounts and does not charge the city. Regarding Mrs. Copfer's comments about the <br />regionalized central dispatch in Columbus, he said Columbus occupies all of Franklin <br />County and has been buying up and annexing territories even beyond that county. Is a <br />one-horse town. Regionalization works well there-it has happened naturally-whereas <br />Cleveland is quite diversified from one end to the other. <br />LEGISLATION <br />Ordinance No. 2005-158 introduced by Councilman Orlowski was given its second <br />reading. An ordinance amending Section 555.03 of Chapter 555 (Noise Control) of the <br />General Offenses Code, entitled "Specific Prohibitions," in order to regulate snow <br />storage operations on commercial property located neaz residences, as amended. <br />Resolution No. 2006-148 introduced by Mayor O'Grady was given its second reading. A <br />resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br />year beginning January 1, 2007, and submitting the same to the County Auditor, and <br />declaring an emergency. Councilman Tallon moved for suspension of the rule requiring <br />three readings. The motion was seconded by Councilman Miller and passed <br />unanimously. Councilman Tallon moved for adoption. The motion was seconded by <br />Councilman Miller and passed unanimously. Resolution No. 2006-148 adopted. <br />Resolution No. 2006-150 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to solicit bids for the purchase of <br />eight thousand (8,000) tons of rock salt for ice and snow removal per specifications on <br />file in his office, and authorizing the Mayor to enter into a contract for said purchase <br />subject to approval by the Board of Control, and declaring an emergency. <br />Ordinance No. 2006-151 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a third party administrator (TPA) to process health insurance claims <br />and including the purchase of excess insurance coverage for the city health care & <br />hospitalization plans for 2007, and further authorizing the Mayor, subject to approval of <br />the Board of Control, to enter into a contract for said services and insurance, and <br />declaring an emergency. Councilman Tallon moved for suspension of the rule requiring <br />three readings and noted the legislation had been heard in committee. The motion was <br />seconded by Councilman Miller and passed unanimously. Councilman Tallon moved for <br />adoption.
