Coancii Minutes of 9/19/2006 <br />Ordinance No. 2006-153 introduced by Mayor O'Grady on behalf of himself and the <br />entire City Council was given its second reading. An ordinance authorizing the Director <br />of Public Service to request proposals for consultant services for the analysis of the <br />municipal infrastructure and facilities for conformance to the Americans with Disabilities <br />Act (ADA); and further authorizing the Mayor, subject to approval of the Board of <br />Control, to enter into an agreement with the person or firm selected in the RFP process. <br />Ordinance No. 2006-154 introduced by Mayor O'Grady on behalf of himself and the <br />entire City Council was given its second reading. An ordinance <br />amending Section 131.01 of the Administrative Code, entitled "Mayor's Contract <br />Authority," in order to authorize the Mayor to execute credit applications and credit <br />contracts with city vendors approved through either the city purchase order or city <br />contracting process, anal declaring an emergency. <br />Resolution No. 2006-158 introduced by Mayor O'Grady on behalf of himself and <br />Council Members Barker and Dailey Jones was given its second reading. A resolution <br />authorizing the Mayor, on behalf of the city, to enter into arevenue-generating contract <br />with Carol Haky, DBA Dawg Pound Hotdogs, to provide concession services at the <br />Recreation Complex and the city parks, and declaring an emergency. Councilman Barker <br />moved for suspension of the rule requiring three readings and noted the legislation had <br />been heard in committee. The motion was seconded by Council Member Bailey Jones. <br />Roll call: Barker, yes; Dailey Jones, yes; Orlowski, yes; Ryan, no; Tallon, yes; Miller, <br />yes; Gareau, yes. The motion passed with six yes votes and one no vote. Councilman <br />Barker moved far adoption, and the motion was seconded by Council Member Bailey <br />Jones. Roll call: Barker, yes; Dailey Jones, yes; Miller, yes; Ryan, yes with comment <br />that the reason three readings are given on legislation is so people can attend meetings <br />three times and address the legislation. He wonders if it is enough for Council to take the <br />action of suspending the rule just because legislation has been heard in committee. Roll <br />call continued: Orlowski, yes; Tallon, yes; Gareau, yes. The motion passed <br />unanimously. Resolution No. 2006-158 adopted. <br />Resolution No. 2006-159 was introduced and placed on first reading by Mayor O'Grady <br />A resolution authorizing the Mayor to enter into three contracts with the Cleveland <br />Electric Illuminating Company providing far the relocation of two utility poles and <br />installation of permanent electrical service to the new Fire Station No. 2, and declaring an <br />emergency. Councilman Barker moved for suspension of the rules requiring three <br />readings and formal committee review. The motion was seconded by Councilman Miller <br />and passed unanimously.
