Council Minutes of 9/5/2006 <br />Ordinance No. 2006-151 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a third party administrator (TPA) to process health insurance claims <br />and including the purchase of excess insurance coverage for the city health care & <br />hospitalization plans for 2007, and further authorizing the Mayor, subject to approval of <br />the Board of Control, to enter into a contract for said services and insurance, and <br />declaring an emergency. <br />Resolution No. 2006-152 was introduced and placed on first reading by Council Member <br />Dailey Jones on behalf of herself, the Mayor and entire City Council. A resolution in <br />remembrance of the five year annive~ary of the terrorist events of September 11, 2001 <br />that resulted in the deaths of thousands of innocent victims, and declaring an emergency. <br />Council Member Dailey Jones moved for suspension of the rules rewiring three readings <br />and formal committee review. The motion was seconded by Co~ncihnan Barker and <br />passed unanimously. Council Member Dailey Jones moved for adoption, and the motion <br />was seconded by Councilman Barker. Roll call: Dailey Jones, yes with comment. <br />Thank you to Council and the Mayor for their support, and to the Law Dept. for being so <br />helpful in crafting the legislation. It was a terrible event, and she just wanted to make <br />sure that we all always keep it in the forefront of our minds so that none of us ever take <br />for granted any of the freedoms we're afforded here. Roll call continued: Barker, yes; <br />Gareau, yes with comment. He would echo Mrs. Jones' comments. On that day, his <br />family spent two hours worrying whether a family member had been a victim in the <br />World Trade Center. Fortunately, he was not. While certainly thankful for the blessings <br />received, we should nevertheless be mindful of those who did not came out as well. This <br />is a good tribute, and he thanks Mrs. Jones for her thoughtful insight on this. RoII call <br />continued: Tallon, yes; Ryan, with comment. His son Tom lost friends in that tragedy <br />and may have been at the World Trade Center himself had he not chosen to go to another <br />location that day. He is sure everyone would also like to remember and take into <br />consideration all the young men and warren who have passed away in Iraq and have <br />passed away defending this country, especially the 23 Marines that died in Lebanon <br />several years ago. They certainly deserve remembrances too for the heroism they showed <br />to this country. Roll call continued: Orlowski, yes; Miller, yes, with comment. He <br />agrees with the previous comments and reminded everyone that on September 11, North <br />Olmsted recognizes the day as National Safety Forces Appreciation Day. Among the <br />victims, certainly there were members of New York's safety farces performing their <br />heroic acts in trying to help citizens. We all remember where eve were during major <br />tragic events, and fortunately those negative events do not happen too often. This event <br />changed the course of history here in the United States-how we go about our lives and <br />how short some of our lives are going to be and have been. He is fully supportive of this <br />legislation. Hopefully, the issue of terrorism will not be fought on our soil in the near <br />future. The motion passed unanimously. Resolution No. 2006152 adapted. Mayor <br />O'Grady expressed his thanks to Councilwoman Nicole Dailey Jones for her leadership <br />on this. He was proud to be considered with her as the legislation moved forward. Her <br />brother and his son have served over in the Middle East, as have many other brothers, <br />sons, sister and daughters. We need to keep those folks in our thoughts too until they aII <br />get back safely. <br />10 <br />
