Council Minutes of 9/5/2006 <br />crews were sent in to remove the rock that was in place. The workers on site said <br />it was never reinforced. The ODOT crews had just poured a slurry into there. <br />The slurry was degrading and there was a danger to citizens from thrown pieces <br />by cars or by someone picking it up and throwing it. Soil and seed were put down, <br />which will be a short-term fix that will eliminate a safety hazard until the new <br />construction next year. Special thanks to Councilman-at-Large Michael Gazeau <br />for helping speed this work along. <br />• This week, the last segment of roadway will be poured on the Clague Road <br />reconstruction. The project continues with the installation of driveway aprons, <br />sidewalks, grading and landscaping. <br />• Fire Station 2 construction continues as walls are starting to rise. This <br />construction will bring change to the azea, and the city is working diligently to <br />insure that this change is done in an intelligent way and does not harm the <br />neighboring properties. <br />• Brush chipping continues to be a very expensive challenge. The solid waste <br />contract with Allied Waste includes the weekly pick-up of brush that is bundled <br />and cut into 4 foot lengths and placed out with trash or placed in trash containers. <br />For larger quantities, call our Service Dept. for the chipper truck. Residents are <br />encouraged to cut the brush and put it out with the trash as there is an approximate <br />two week wait for the chipper service. <br />• Shelly Corp. continues with its work on Lorain Road east of Canterbury to the <br />Fairview Park line. The road surface coat of asphalt has been ground out several <br />inches, and a new base coat is down. Work continues on the process of adjusting <br />the castings, and ADA ramps will be installed at all sidewalk intersections before <br />the final coat is laid. The work is scheduled to be completed bymid-October. <br />7) Ordinance 2006-149 will be introduced today to transfer funds needed far the ADA <br />front entrance and new caucus room. He respectfully asks for all members of Council to <br />support this legislation and suspension of rules so we can move the project forward. <br />Councilman Ryan expressed concern over the length of time it takes for the chipper <br />service. His comments sparked a lengthy discussion with the Mayor and Service Director <br />agreeing it is not a good situation and the citizens need to be educated to call in for the <br />service or to put branches in 4-foot bundles for pick-up by the waste contractor. Mr. <br />Gareau suggested the correct procedures for dealing with brush and branches be put on <br />the leaf pick-up notice which goes out to every household. The Mayor and Service <br />Director agreed. <br />In response to an inquiry by Councilman Orlowski regarding the catch basins and storm <br />water manholes at Bentley Drive and Lorain Road, Service Director Limpert said the <br />castings are being adjusted as part of the Lorain Road project. <br />Law Director Dubelko: 1) Civil litigation: <br />• Shelly Co. v. City of North Olmsted is set for trial on September 18. He may be <br />coming to Council for settlement authority. <br />• Elm Street Properties v. City of North Olmsted, the case management conference <br />held on August 29 was attended by insurance defense counsel, John Latchney. <br />3 <br />
