Council Minutes of 8/1/2006 <br />Planning <br />• The consultant team for the recreation master plan has been working with the <br />advisory committee to create scenarios for the city recreation facilities. These <br />scenarios will be presented to the public at an open house on Thursday, August <br />17, at 7 p.m. at the high school cafetorium. <br />• The Planning Director held a kick-off meeting for the Crocker/Steams corridor <br />project on July 13. Since then, Urban Design Center has been gathering data and <br />doing mapping for the project. First meeting of the steering committee is <br />scheduled for August 21. <br />• The Planning Director has begun to meet with the CDBG Advisory Committee, <br />which will be reviewing possible grants for the coming year. <br />Safety <br />• Beginning on July 21, an amendment to the traffic code occurred for Clague Road <br />where south Clague Road between Esther and Lorain was designated as two- <br />directional local traffic only. The remainder of the road from Esther south to <br />I-480 remains southbound only local traffic. <br />Service <br />• The 2006 asphalt paving program resurfacing is almost complete. Joints, gutters, <br />manholes, catch basins will be sealed once the weather cools down. <br />• Storm water work has been completed on south Clague Road. Tree lawn <br />restoration on that project has begun. The east side of Clague from Esther south <br />to I-480 will be paved in the coming week. <br />Law Director Dubelko: 1) Welcome back to Council. <br />2) Hired Carole Heyward as the new Assistant Law Director. She has already become <br />involved in housing issues and Council is encouraged to use her as a resource on any <br />subject dealing with housing. Ms. Heyward is a 1993 graduate of Cleveland Marshall <br />Law School and has been in private practice, including time with Nesserrnan <br />Nesserman. She is a former staff attorney for Housing Advocates, a private fair housing <br />group, and also worked for the Metropolitan Strategy Group, a private fair housing group. <br />Most recently, she is serving at Cleveland Marshall as a staff attorney in the Urban <br />Development Law Clinic. She is very well schooled and has a background in just about <br />every conceivable housing issue that a local government could face. Ms. Heyward will <br />make an excellent addition to the Law Dept. and already had a lot of good ideas and is <br />helping to get our fair housing program moving more quickly in its capacity building <br />stage. <br />3) City Prosecutor report: total of 291 cases in June with four trials and four convictions; <br />185 cases handled in July, two trials and two convictions. <br />4) Civil litigation: <br />• Elm Street Property v. City of North Olmsted is set for a case a management <br />conference on August 29. Through insurance defense counsel, the city has <br />prepared and filed an answer on behalf of the sitting members of Council. <br />• Vale v. City of North Olmsted Police Department involved an issue of an auto <br />that was seized by police during a drug related prosecution. A case management <br />3 <br />
