Council Minutes of 6/20/2006
sound emitted from the building when fans are running? Mr. Kolick said he was not
aware of it but can check into it.
2) Angelo Papotto, 25654 Lake Road, Bay Village, owner of Suburban Collision,
commented he was present tonight as he felt communications needed to be better
between all the parties. He wanted to assure Council members that they did not
intentionally give out false reports-they truly did not think there would be any issues
with the paint booths. As Mr. Kolick reported, they are working on the issues. He did
check on the noise problem one of the neighbors mentioned and got a quote for a muffler
system. The cost of the muffler which is put on the stack is about six hundred dollars per
stack. That can be taken care of. He wanted to clarify an issue regarding the filters. He
did tell Melissa Meredith two weeks ago that new filters were going to be put into the pits
of the spray booths. They came to find out that one of the layers was never installed, and
those were installed two weeks ago. He had Sherwin Williams out yesterday, they
opened up the grates again and realized that the filters they sent were the wrong ones.
New, much denser, filters came today and were installed. As to the doors, he was the
person who realized they were not sealing totally properly when Mr. Gazeau visited and
they were standing in front of the door. He could smell something coming out of the
crack of the door, which did not seem right. He contacted Mr. Morehouse, from Spray
Bay, and asked him for a quote, which was about seven thousand dollars. The doors
were ordered, and he hopes this will resolve the problem. He is keeping the back doors
to the shop closed. He is doing everything he can to continue to solve this problem as
rapidly as possible.
Councilman Miller said he echoed Mr. Gazeau's comments about cooperation. It sounds
like they are trying to address the problem, but he does have reservations. He asked Mr.
Papotto if he will continue to use the paint booths while waiting for the doors to be
installed. Mr. Papotto said the booth was used today, and the situation is that the odors
happen perhaps once every two weeks. This is far a short period of time, anti he does
have two points of contact in the residential neighborhood. He will use the one booth and
cut down the use of the one with the doors and see if that helps. He has been out in the
parking lot numerous times and did not smell any odors. There have been faun different
people from the city out, and each of them told him they didn't smell anything. He
knows there is an odor, but it is intermittent. Mr. Kolick said they hoped the new filters
that were installed today may also take care of the problem. As faz as using the booth,
they will cut down on it until the new doors are installed. Councilman Miller carnmented
on the close proximity of homes of this site, which is different from the original site on
Dover Center Road where there was no problem. He wondered if extending a stack
might help to get the air up and out of the area. He suggested they might want to
consider suspending use of the booth on hotter days and ozone alert days. According to
the graph submitted by the residents, those seem to be the days having higher annoyance
levels. It is understandable about business costs to air-condition, but the residents are
being isolated in their homes. They cannot sit out in their own backyards. So there is
another side that must be considered in balancing all of this.

15
