Council Minutes of 6/20/2006
Council Member Jones made a motion to allow an additional five minutes for Council to
question the current speaker. The motion was seconded by Councilman Gazeau and
passed unanimously.
Councilman Gareau said he cannot believe the booth, if designed and installed properly,
will emit an odor because there was no problem at the Dover Center site. He doesn't
think Spray Bay would create a booth that throws fumes all over the neighborhood. He
doesn't know whether the odor is coming out of the stack, or just the door and the entire
building. When he visited the building, he knew the odor was paint and not something
else such as a solvent. He is hoping the installation of the right kind of filters and the
new doors will solve the problem. Hopefully, Mr. Papotto and Mr. Kolick will return
after Council's vacation and brief City Council about what was determined and what was
done. Mr. Papotto said he did address the stacks yesterday and talked to Spray Bay in
Canada about that also.
Mayor O'Grady commented that assurances were made and those assurances weren't
followed through, and we had a problem. The problem has been a significant issue-
both aquality of life issue and health issue for our constituency, and both the
administration and City Council have been very involved with it. it is clear Mr. Papotto
is doing something about it, and he thanks him for that. Coming here today and making
comments not only shows determination to get it right but also shows character. Melissa
Meredith has been very active in her neighborhood, and we aze also very proud that she is
on our Planning & Design Commission. She too has commented on the fact that Mr.
Papotto would take time, would look into issues, and was taking action to get things
done. We appreciate that and look forwazd to a speedy resolution of this issue.
Councilman Tallon related a recent incident where he received a phone call from Melissa
Meredith about an odor in the neighborhood while one of the families was having a
gathering. In addition, she contacted Mr. Papotto who went over to the shop and shut off
the booth. Within a short period of time, the odor went away, and the neighbor was very
appreciative of his cooperation. Council is also appreciative, and it shows that Mr.
Papotto is going in the right direction. The problem is not insurmountable, and he thinks
using the booth less is a good suggestion. Thanks to Mr. Papotto for cooperating and
helping the neighbors and thanks to Melissa Meredith for calling him.
3) Dennis Lambert, 25057 Carey Lane, said he recently had occasion to visit the city of
Solon and saw some nice developments. There are a lot of high tech, low rise
industries-a lot of taxpaying entities. He was impressed at how nicely Solon has
worked to develop their industrial areas along with the rest of the city. Then he came
back home to North Olmsted and was greeted by I-480 which is now a "cornfield"
because the grass is so tall it may yield corn near the RTA area. He wonders why the
grass is not being mowed. It is disappointing to see the development in Solon and then to
learn that North Olmsted is getting a Value City Furniture and a Taco Bell. There is so
much that this community could be doing-he has serious concerns for the direction this
community is going in. He questions the leadership of this administration until some
results are seen. The city has so much potential, and it's just being wasted. He would
16
