Council Minutes of 6/20/2006 <br />like to know how much the Mayor's trip to the recent mayors' meeting cost the city. He <br />wondered if it would result in the city getting some new businesses and jobs since the <br />Mayor made contacts with the Orient. He agrees with Mr. Gateau's comments about the <br />Stearns Road area, and he had planned to talk about all the concrete and pieces of curbing <br />in that area and also in the 252 area, which is the gateway to the city. The pieces of <br />concrete and curbing are too big for the street sweeper-a crew is needed to hand pick <br />them. On a personal note, he wanted to say something about Mr. Dubellco's father whom <br />he met and got to know at a voting place during a recent election. There was no one <br />more genuinely human or outgoing as Mr. Dubelko's father. He immediately developed <br />a wonderful like for Mr. Dubelko because of his father. The elder Mr. Dubelko was a <br />very good soul, and he is saddened to hear of his passing. There is a bright star shining <br />somewhere for him. <br />Mr. Dubelko expressed his thanks for Mr. Lambert's comments. <br />As a general comment, Mayor O'Grady said, if ever there is a resident or member of <br />Council who notices something the city needs to look into, please let the administration <br />know by calling. It is not necessary to wait until a Council meeting. <br />LEGISLATION <br />Ordinance No. 2006-111 introduced by Mayor O'Grady was given its third reading. An <br />ordinance authorizing the Mayor to request proposals from qualified persons and/or firms <br />to provide professional labor negotiator services for the years 2006-2007; and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into an <br />agreement with the labor negotiator and/or firm selected in the RFP process and declaring <br />an emergency. Councilman Gateau moved for adoption, and the motion was seconded <br />by Council Member Jones. Roll call: Gateau, yes; Jones, yes; Miller, no with comment <br />he believes the funds already set aside for outside professional services should be <br />adequate. Roll call continued: Tallon, yes; Ryan, yes; Orlowski, no with comment he <br />believes we need to set a limit or parameters on how much money is spent for outside <br />negotiators. Once we're partially in negotiations and it's possible to release or remove <br />the negotiators, we're locked in for the better or worse syndrome. He believes fair, open <br />negotiations are possible. A great number of the city employees are also residents, <br />taxpayers and earn their livelihood working for the city. They have as great or greater <br />interest in the well being of the city because it is their life. He thinks these negotiations <br />could take place in-house with good results. He is a new Councilman, so only time will <br />tell on this issue. Roll call continued: Barker, yes. The motion passed with five yes <br />votes and two votes. Ordinance No. 2006-11 adopted. As a clarification, Mayor <br />O'Grady said the legislation has nothing to do with the amount of money. It doesn't deal <br />with that question. It simply deals with authorizing the Mayor for quotes. Councilman <br />Miller said he was certain that eventually it will cost dollars.
