Council Minutes of 6/20/2006 <br />Ordinance No. 2006-113 introduced by Councilman Gazeau was given its third reading. <br />An ordinance amending Section 1 of Ordinance No. 97-34, which established the <br />HoteUMotel Tax Fund, in order to expand the purposes for which monies in the said fund <br />may be expended. Councilman Gazeau moved for adoption. The motion was seconded <br />by Councilman Barker and passed unanimously. Ordinance No. 2006-113 adapted. <br />Resolution No. 2006-112 introduced by the Mayor and entire Council was given its <br />second reading. A resolution to adopt the Solid Waste Management Pian for the <br />Cuyahoga County Solid Waste Management District. Councilman Miller moved for <br />suspension of the rule requiring three readings and noted the legislation had been <br />reviewed by committee on two occasions. The motion was seconded by Councilman <br />Barker and passed unanimously. Councilman Miller moved for adoption. The motion <br />was seconded by Councilman Barker and passed unanimously. Resolution No. 2006-112 <br />adopted. <br />Ordinance No. 2006-119 introduced by Mayor O'Grady was given its second reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2006 as <br />amended. Councilman Tallon moved for suspension of the rule requiring three readings <br />and noted the legislation had been discussed in committee. The motion was seconded by <br />Councilman Ryan. Roll call: Tallon, yes; Ryan, yes; Orlowski, yes; Miller, yes; Jones, <br />no; Gazeau, no; Barker, no. The motion, which required atwo-thirds majority for <br />passage, failed with four yes votes and three no votes. Councilman Miller asked for <br />reconsideration, but it was explained that only the prevailing side can ask for <br />reconsideration. This is a unique situation in that the prevailing side in this case <br />consisted of the three no votes. <br />Resolution No. 2006-120 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into atwo-year agreement with Veri2on <br />Wireless providing for cell phone service for up to thirty-eight (38) City of North <br />Olmsted employees, and declaring an emergency. Councilman Gazeau moved for <br />suspension of the rule requiring three readings and noted the legislation had been <br />reviewed in committee, and the motion was seconded by Councilman Barker. Roll call: <br />Gazeau, yes; Barker, yes; Tallon, yes; Orlowski, yes; Ryan, no; Jones, yes; Miller, yes. <br />The motion passed with six yes votes and one no vote. Councilman Gazeau moved for <br />adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Resolution No. 2006-120 adopted. <br />Ordinance No. 2006-126 introduced by Mayor O'Grady was given its second reading. <br />An ordinance dispensing with a formal RFP process and authorizing the Mayor to enter <br />into a professional services contract with the Urban Design Center of Northeast Ohio for <br />the purpose of creating a design plan and redevelopment strategy for the Crocker-Stearns <br />corridor, and declaring an emergency. Council Member Jones moved for suspension of <br />the rule requiring three readings and noted the legislation had been reviewed in <br />committee, and the motion was seconded by Councilman Gazeau.
