Council Minutes of 6/20/2006 <br />made to have a special Council meeting, everything might as well be moved to the <br />y~ special meeting. Roll call continued: Tallon, yes; Miller, yes; Orlowski, yes. The <br />motion passed with six yes votes and one no vote. Council Member Jones moved for <br />adoption. The motion was seconded by Councilman Gareau and passed unanimously. <br />Ordinance No. 2006-126 adopted. <br />Resolution No. 2006-131 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into a contract with Maxim Health Systems, <br />LLC, for the administration of influenza at~d pneumonia vaccines at the North Olmsted <br />Senior Center. Councilman Orlowski moved for suspension of the rule requiring three <br />readings and noted the legislation had been reviewed in committee. The motion was <br />seconded by Councilman Ryan and passed unanimously. Councilman Orlowski moved <br />for adoption. The motion was seconded by Councilman Ryan and passed unanimously. <br />Resolution No. 2006-131 adopted. <br />Ordinance No. 2006-132 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending the Traffic Control File of the City of North Olmsted by <br />providing for the installation of a stop sign at the northeast corner of the intersection of <br />Salzburg Circle and Woodside Drive in order to regulate westbound traffic on Salzburg <br />Circle, and declaring an emergency. Councilman Orlowski moved for suspension of the <br />rules requiring three readings and committee review noting he believed Council Members <br />were aware of this situation. The motion was seconded by Councilman Barker and <br />passed unanimously. Dennis Lambert, 25057 Carey Lane, said he would like to point out <br />the words in the title that say "in order to regulate westbound traffic." Those wards may <br />be in violation of the state use of stop signs. Councilman Orlowski moved far adoption, <br />and the motion was seconded by Councilman Barker. Roll call: Orlowski, yes; Barker, <br />yes; Gareau, yes; Jones, yes; Miller, Mr. Miller requested he be allowed to ask a question <br />of the Law Director. He inquired whether the Law Director had concerns about the issue <br />brought up by Mr. Lambert. Law Director Dubelko said he did not know the answer. <br />Off the cuff, he would say that's the title and it is the substantive provisions of the <br />ordinance that would control. Councilman Miller voted yes on the motion. Roll call <br />continued: Ryan, yes; Tallon, yes. The motion passed unanimously. Ordinance No. <br />2006-132 adopted. <br />Resolution No. 2006-133 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Service to advertise for bids for three (3) <br />new stainless steel nine-foot (9') dump bodies, hoists and hydraulic systems for the <br />Service Department trucks; and further authorizing the Mayor, after Board of Control <br />approval, to enter into a purchase agreement for the same. Councilman Barker moved for <br />suspension of the rules requiring three readings and formal committee review. The <br />motion was seconded by Councilman Gareau and passed unanimously. Councilman <br />Barker moved for adoption, and the motion was seconded by Councilman Miller. Roll <br />call: Barker, yes; Miller, yes with comment. He expressed thanks to Service Director <br />Limpert for moving this along and also including his commitment to Council that these <br />would enhance street maintenance in our city.
