Council Minutes of 6/6/2006 <br />,,~, in his administration. We have to change the way we do business. The changes in the <br />engineering office will continue. We will continue to do things more efficiently. <br />Councilman Orlowski commented that he too believes Country Club Blvd. and Great <br />Northern Blvd. are key entrances to our city. He has been speaking with the <br />administration about repairing the landscaping timbers, replacing the trees, and repairing <br />the curbs. We need to put a good face forward to people coming to the city <br />Bob Vella, 5573 Barton Road, atwenty-two year resident is upset that he has to come <br />before Council and present his case about drainage issues in his neighborhood. He has <br />spoken with Council Member Dailey Jones and Service Director Limpert about a ditch <br />issue in front of his home. He feels the city needs to do a better job of looking at the <br />sewers. He believes the problems at his home are caused by new construction going on <br />across the street. The water does not go down in one of the ditches. He does clean out <br />the ditches himself. He is upset that nothing is being done to fix the sewer system to his <br />house. Also, the street is higher than his driveway and some of the neighbors. Over the <br />twenty-two years, he has paid taxes and that should be worth a crew coming out to blow <br />out the drains. There are five neighbors who are having problems. He has a sink hole in <br />his front ditch, the water is going down instead of flowing to the creek and nobody <br />knows where the water is going. He and some of his neighbors cannot mow their <br />backyards because of water. One neighbor has water in his garage and front yard when <br />he never did before. Service Director Limpert did come out to his home, but he does not <br />believe the city has addressed the issue. He feels the only road that is being worked on is <br />Claque Road. <br />Mayor O'Grady said that the city is doing much more than just .Claque Road. The <br />eastern half of Lorain Road is being rebuilt. We are going to be working on the Rt. 252 <br />overpass and we are rebuilding streets that were planned for construction this year in <br />Ward I. The Mayor said that Mr. Vella needed to understand the city is limited in what it <br />is legally able to do. If there is a problem with the water and the ditch in front of his <br />home, the city can do something about it. If there is a problem with the drainage system <br />on his property, that is private property and the city is not allowed to use public dollars on <br />private property. Service Director Limpert came forward and commented the city has <br />been out to Mr. Vella's property multiple times assessing the situation. He asked the city <br />to come out because he was sure the sanitary sewers were all blocked out. They were <br />checked and found to be fine. Mr. Vella called his plumber, and the plumber did an <br />inadequate job. The city was called out again and televised the sewers and discovered <br />where his line was blocked. Mr. Vella called his plumber out again, so that part should <br />be taken care of. The sanitary sewers seem to be checking out fine. Storm sewers in that <br />area are limited to the roadside ditches. It is spring time in North Olmsted and there were <br />some dry areas and some areas with a slight amount of water. The backyard does have <br />some water in it. It is not the city's responsibility for finding backyard drainage. He too <br />had water in his backyard on that same day. As far as the sink hole, the city is trying to <br />find out what it is. It is believed, when the lines from the other houses were put in, stone <br />and the Like, some of that water is back feeding through and around the outside of the <br />line. It does seem that several houses are having difficulties all at once. The city is <br />checking to see if it is coincidence or whether there is something that is being <br />12 <br /> <br />
