Council Minutes of 6/6/2006 <br />„~., Ordinance No. 2006-123 was introduced and placed on first reading by Mayor O'Grady. <br />~;~ An ordinance amending Section 927.07 of Chapter 927 (Storm Water Management and <br />Urban Sediment Pollution Abatement Systems) of the Streets, Utilities and Public <br />Services Code, in order to allow overland flow on non-residential properties from storm <br />water detention or retention systems, and declaring an emergency. <br />Ordinance No. 2006-124 was introduced and placed on first reading by Councilman <br />Miller on behalf of Councilman Gareau. An ordinance amending Section 927.10 of <br />Chapter 927 (Storm Water Management and Urban Sediment Pollution Abatement <br />Systems) of the Streets, Utilities and Public Services Code, in order to establish new <br />grounds for granting variances from the storm water management requirements of <br />Section 927.07(C), and declaring an emergency. <br />Resolution No. 2006-125 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Chief of Police to apply for law enforcement grant funds <br />from the State of Ohio for Drug Abuse Resistance Education (DARE) for fiscal 2006- <br />2007 and, if the application is granted, further authorizing the Mayor to enter into an <br />agreement with the State of Ohio, or the appropriate State of Ohio law enforcement <br />agency, to accept said grant funding on behalf of the city. Councilman Miller moved for <br />suspension of the rules requiring three readings and formal committee review. The <br />motion was seconded by Councilman Ryan and passed unanimously. Councilman Miller <br />moved for adoption. The motion was seconded by Councilman Ryan and passed <br />unanimously. Resolution No. 2006-125 adopted. <br />Ordinance No. 2006-126 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance dispensing with a formal RFP process and authorizing the Mayor to enter <br />into a professional services contract with the Urban Design Center of Northeast Ohio for <br />the purpose of creating a design plan and redevelopment strategy for the Crocker-Stearns <br />corridor, and declaring an emergency. <br />Resolution No. 2006-127 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Law to apply to Cleveland State University for a <br />federal work-study award for payment of a portion of the compensation of the city's law <br />clerks for the period 2006-2007, authorizing the Mayor to execute a contract with <br />Cleveland State University regarding the same, and declaring an emergency. <br />Councilman Ryan moved for suspension of the rules requiring three readings and formal <br />committee review. The motion was seconded by Councilman Barker and passed <br />unanimously. Councilman Ryan moved for adoption, and the motion was seconded by <br />Councilman Barker. Roll call: Ryan, yes, with comment that he always likes legislation <br />that hires young lawyers. Roll call continued: Barker, yes; Miller, yes; Talton, yes; <br />Jones, yes; Orlowski, yes.
