Council Minutes of 5/3/2006 <br />• Ordinance No. 2006-84, an ordinance creating new Section 139.09 of Chapter <br />139 of the Administrative Code entitled "Department of Public Safety," for the <br />purpose of transfemng the position and duties of "Assistant Director of <br />Community Life Services" from the Department of Community Life Services to <br />the Department of Fublic Safety, renaming the position "Youth Services <br />Administrator" and establishing an new division in the Department of Public <br />Safety headed by that newly renamed position. The Mayor is requesting the <br />transfer of the current Assistant Director of Community Life Services from the <br />Department of Community Life Services to a new position within the Departzent <br />of Public Safety, renaming the position "Youth Services Administrator" and <br />establishing a new division in the Department of Public Safety. Currently, the <br />aforementioned position is reflected in the city's salary range ordinance as a <br />position within the Department of Community Life Services, but not in the city's <br />organizational chart. The Mayor wishes to transfer the position, duties and <br />change the title of the position to Youth Services Administrator to more <br />accurately reflect the nature and duties of the position and establish a new <br />division in the Department of Public Safety, directed by the renamed position. <br />The title of the new division shall be the Division of Youth Services within the <br />Department of Public Safety, directed by the Youth Services Administrator, a <br />full-time position in conjunction with the support staff of (1) a part-time <br />Intervention Specialist CDF (Case Manager); (2) Youth Services Program <br />Assistant, which is an unfilled position. The first position is currently determined <br />as part-time. The Youth Services Administrator shall be required to have a <br />Bachelor's Degree in an appropriate field of study from an accredited university <br />or college and shall further be required to hold and maintain a license from the <br />State of Ohio as a social worker or professional counselor. This is alateral move, <br />a change in division, and reporting, services, programs and duties will remain the <br />same. This may be a better alignment according to the Charter since the Safety <br />Dept. is in charge of prevention of juvenile delinquency and juvenile programs. <br />A physical move at City Hall may be occurring. This will also entail a transfer <br />ordinance for salary range and an appropriate transfer of funding from one <br />department to another. The committee unanimously moved for approval as <br />amended. <br />• Ordinance No. 2005-158 amending Section 555.03 of Chapter 555 (Noise <br />Control) of the General Offenses Code, entitled "Specific Prohibitions," in order <br />to regulate snow storage operations on commercial property located near <br />residences. This ordinance does not prohibit the plowing of snow. what it does <br />do is restrict the movement of plowed snow or the transfer of snow from one area <br />to another during certain restricted. hours. It contains a section which ascertains <br />the size of general retail business or mixed use properties which it pertains to by <br />square footage and distances from a residential lot line. After discussion <br />between alI parties in attendance, the committee decided to change the original <br />hours to I1 p.m. to 6 a.m. These hours are the restricted time in which the <br />movement or storage of snow cannot take place.
