Council Minutes of 5/3/2006
~,,,,.. Mayor O'Grady commented for the record that he has written a letter of recommendation
~~~ for Sasa Stokic to the Greater Cleveland RTA. Sasa also has another option being
presented to him. It is the Mayor's expectation that Sala will not be with the city at the
beginning of next year. This was the Mayor's number one priority: to retain the services
of this highly qualified and talented individual, simply to move him to the center of the
range. He hopes Council understands the impact of their decision.
AUDIENCE PARTICIPATION
Don Pangrac, 23470 Sharon Drive, thanked the Mayor for the comments on the water
situation. Reflecting back what has happened with the city of Cleveland Water
Department, under the watch of previous director Julius Ciaccia, a million dollars was
stolen out of the Garfield maintenance yard. Has the mayors' association pursued that?
Did the city get that money back or are we going to pay for it in this new increase? Mr.
Pangrac urged the city to again pursue discussions with Avon Lake about providing water
to North Olmsted. He asked that the Mayor report on the meetings he attends with other
mayors and managers, and he also inquired as to the disposition of the city water tower.
Mayor O'Grady answered the focus of the Suburban Water Council is to work with the
City of Cleveland primarily with regard to suburban rates. That specific issue of the
stolen property has not been brought up, but he can ask the question and get an answer.
He attends meetings of two different organizations: Northeast Ohio Mayors and
Managers and the Cuyahoga County Mayors and Managers Association. Both have
meetings monthly and the reports/minutes are available on line. Anew water tower will
be constructed at the end of the line, which is in the Township. Once that's complete,
ours will no longer be required.
Dennis Lambert, 25057 Carey Lane, is also concerned about the water situation and
commended Mr. Pangrac far his work in investigating water purchases from out west to
here. When Mr. Ciaccia gave a presentation here, he said the water lines were theirs and
we could buy water from another source but could not put it through their lines. Now
they are saying the water lines belong to us and we must do the repairs. Residents aze
getting the short end of the stick between water rates, gas bills, costs for fuel and energy.
The city needs to take a stand in this situation. Regarding issues that are put before the
voters and fail (especially topical issues to the operation of government) and their
resubmission, the public should not be treated like they aze stupid because they are not.
They understand and have made a decision.
Councilman Gareau said he agreed that the public knows very well what they're voting
for. The public does educate itself, and they do make good decisions. Whether the issues
are resubmitted is an issue that will be taken up at a later date.
LEGISLATION .
Ordinance No. 2006-79 introduced by Mayor O'Grady was given its third reading. An
® ordinance amending, deleting, and creating new sections in Chapters 1301, 1303, 1305,
13
