Council Minutes of 4/4/06 <br />new way to fix roads, this is being done with asphalt and not concrete. This azea needs <br />some very serious patching to get it through one more year. Service Director Limpert: <br />explained the process is not just an asphalt overlay, but the bad concrete is removed from <br />joints, concrete is put back underneath and then an asphalt seal is pieced over the top. <br />This prevents water from getting down those joints and exploding it. Each development <br />will be looked at for what will be the most economical way of handling it. Economical <br />does not mean cheap, it means over the long haul what will give the best service for the <br />longest period of time for the best use of tax dollars. Councilman Miller said that same <br />repair procedure was used at the Edgepark end of Westlake. He is starting to be won over <br />to that method since, when he drives on the Westlake portion of Edgepark, it is a much <br />smoother and quieter ride. It's appearance is somewhat uniform as opposed to the <br />patching that has been done. Mayor O'Grady said he wanted to emphasize with residents <br />that the city is very aware and concerned about the condition of road surfaces. The city is <br />going to work diligently, efficiently and well with new innovations and new equipment to <br />make sure to do the right job. He will not make false political promises and say the <br />streets can be done next year. He suggested the residents continue to attend meetings and <br />stay in touch with Service Director Limpert and their Ward Council Member. <br />4) Dennis Lambert, 25057 Carey Lane, noted that each Council Member has the <br />responsibility to represent the constituency of this community to the best of their ability. <br />Dissent is part of democracy. Disagreement and ideas aze part of a democracy-they are <br />important, and he welcomes that from this Council. If there is a problem or <br />disagreement, that should be handled tactfully and properly before the Council meeting. <br />LEGISLATION <br />Ordinance No. 2005-95 introduced by Mayor O'Grady was given its third reading. An <br />ordinance amending various sections of Chapter 1138 (Senior Residence District) of the <br />North Olmsted Zoning Code in order to clarify and update development regulations for <br />the Senior Residence District as twice amended. Councilman Gazeau moved for <br />adoption. The motion was seconded by Councilman Miller and passed unanimously. <br />Ordinance No. 2005-95 adopted. <br />Ordinance No. 2006-8 introduced by Councilman Gareau was given its second reading. <br />An ordinance amending Section 1135.02 of the Zoning Code in order to permit larger <br />detached accessory storage buildings on One Family Residence District lots that are one <br />acre or greater in size as amended. <br />Ordinance No. 2006-57 introduced by Councilman Miller on behalf of himself and <br />Councilmen Gareau, Ryan Orlowski and Tallon was given its second reading. An <br />ordinance creating new Section 763.01 of new Chapter 763 (Retail Business Regulations) <br />of the Business Regulation Code in order to prohibit obstructions upon pedestrian <br />walkways located on retail business property, and declaring an emergency, as amended. <br /> <br />16 <br /> <br />
