Council Minutes of 4/4/06 <br />Resolution No. 2006-66 introduced by Mayor O'Grady was given its second reading. A <br />resolution creating a new Citizens' Committee for the purpose of gathering and <br />presenting to City Council projects for consideration for the city's Community <br />Development Block Grant (CDBG) applications for fiscal years 2007 through 2009. <br />Resolution No. 2006-68 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />construction contracts for the proposed Fire Station No. 2, further authorizing the Mayor <br />to enter into contracts with the lowest and best bidders, and declaring an emergency. <br />Councilman Orlowski moved for suspension of the rules requiring three readings and <br />noted the legislation had been heard in committee. The motion was seconded by <br />Councilman Gareau and passed unanimously. Councilman Orlowski moved for adoption, <br />including the recommendations of the Planning Commission, residents and Council <br />committee. The motion was seconded by Councilman Gareau. Roll call: Orlowski, yes; <br />Gareau, yes; Tallon, yes; Miller, yes, with comment that he looks forward to this being a <br />successful endeavor, and he thinks it will improve drastically the services to our city. <br />Roll call continued: Barker, yes; Ryan, yes; Jones, yes. The motion passed unanimously. <br />Resolution No. 2006-68 adopted. <br />Resolution No. 2006-74 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to purchase a complete 42A <br />worm/spur gear assembly from Walker Process Equipment in the amount of $24,970 for <br />the Wastewater Treatment Plant, further authorizing the Mayor, on behalf of the city, to <br />enter into a contract with Walker Process Equipment for the purchase and installation of <br />said equipment, and declaring an emergency. Councilman Tallon moved for suspension <br />of the rules requiring three readings and noted it had been in committee. The motion was <br />seconded by Councilman Miller and passed unanimously. Councilman Tallon moved for <br />adoption. The motion was seconded by Councilman Miller and passed unanimously. <br />Resolution No. 2006-74 adopted. <br />Ordinance No. 2006-79 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending, deleting, and creating new sections in Chapters 1301, 1303, <br />1305, 1307 and 1309 of the North Olmsted Building Code for the purpose of adopting the <br />2004 Residential Code of Ohio for One-, Two-, and Three-Family Dwellings, and to <br />eliminate conflicts between the new State code and the City's locale Building Code. <br />Ordinance No. 2006-80 was introduced and placed on first reading by Councilman Miller <br />on behalf of himself and Councilmen Ryan and Orlowski. An ordinance creating new <br />Section 179.05 of Chapter 179 of the City Administrative Code entitled "Department of <br />Planning," in order to establish the position of Economic Development Officer. <br />Resolution No. 2006-81 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution to oppose Constitutional tax and expenditure limitation proposals (TABOR <br />and similar proposal), and declaring an emergency. <br /> <br />17 <br />
