Council Minutes of 2/21/2006 <br />the Ohio Department of Transportation and otherwise, by preparing the surface, adjusting <br />manholes and catch basins, surfacing and resurfacing and reconstructing curb ramps, where <br />necessary, in each case together with the necessary appurtenances and work incidental thereto. <br />Councilman Talton moved for adoption. The motion was seconded by Councilman Ryan and <br />passed unanimously. Ordinance No. 2006-39 adopted. <br />Ordinance No. 2006-40 introduced by Mayor O'Grady was given its third reading. An ordinance <br />providing for the issuance and sale of bonds in the maximum aggregate principal amount of <br />$240,000 to pay costs of acquiring motor vehicles and related equipment for use in providing city <br />services. Councilman Talton moved for adoption. The motion was seconded by Councilman <br />Ryan and passed unanimously. Ordinance No. 2006-40 adopted. <br />Ordinance No. 2006-41 introduced by Mayor O'Grady was given its third reading. An ordinance <br />providing for the issuance and sale of bonds in the maximum aggregate principal amount of $90,000 <br />for the purpose of renovating, rehabilitating, equipping and otherwise improving the city's <br />Wastewater Treatment Plant facilities. Councilman Talton moved for adoption. The motion was <br />seconded by Councilman Ryan. Roll call: yes votes: Talton, Ryan, Dailey Jones, Miller, <br />Orlowski, Talton, Ryan; no vote: Gareau. The motion passed with six yes votes and one no vote. <br />No. 2006-41 adopted. <br />Ordinance No. 2006-42 introduced by Mayor O'Grady was given its third reading. An ordinance <br />providing for the issuance and sale of bonds in the maximum aggregate principal amount of <br />$80,000 for the purpose of renovating, rehabilitating and otherwise improving the city's Fire <br />Station One. Councilman Talton moved for adoption. The motion was seconded by Councilman <br />Ryan and passed unanimously. Ordinance No. 2006-42 adopted. <br />Ordinance No. 2006-43 introduced by Mayor O'Grady was given its third reading. An ordinance <br />providing for the issuance and sale of bonds in the maximum aggregate principal amount of <br />$60,000 to pay costs of acquiring aback-up generator for the Police Station. Councilman Talton <br />moved for adoption. The motion was seconded by Councilman Ryan. Roll call: yes votes: <br />Talton, Ryan, Barker, Dailey Jones, Miller, Orlowski; no vote: Gareau. Councilman Gareau <br />noted his vote had nothing to do with the officers or the funding source. He believes the Police <br />Dept. and other departments need to establish a prioritization order in order to avoid borrowing <br />money in the future. The motion passed with six yes votes and one no vote. Ordinance No. <br />2006-43 adopted. <br />Resolution No. 2005-175 introduced by Councilman Ryan on behalf of himself and Councilmen <br />Orlowski and Barker was given its second reading. A resolution to inform individuals who would <br />like to video broadcast Council meetings that City Council would be receptive to such a <br />procedure. <br />Ordinance No. 2005-177 introduced by Mayor O'Grady was given its second reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of <br />amendments to Article V, Sections 4, 5, and 6, and Article VII, Section 3, of the Charter of the <br />City of North Olmsted in order to transfer the Division of Parks and Recreation, and the <br />responsibilities for the management of said division, from the Department of Public Safety to the <br />Department of Community Life Services, and declaring an emergency. Councilman Ryan moved <br />for suspension of the rule requiring three readings. The motion was seconded by Councilman <br />Talton and passed unanimously. Councilman Ryan moved for adoption.
