Council Minutes of 2/7/2006 <br />contract for same with the lowest and best bidder, and declaring an emergency. <br />Councilman Miller moved for suspension of the rule requiring three readings. Resolution No. 2006-2 adopted. <br />Ordinance No. 2006-7 introduced by Council Member Dailey Jones on behalf of herself <br />and Councilmen Gareau, Qrlowski and Ryan was given its second reading. An ordinance <br />amending Section 1126.03 of the Zoning Code in order to add storm and sanitary sewer <br />certification requirements to the development plan submittal requirements for <br />commercial developers. Councilman Gareau moved to table. The motion was seconded <br />by Council Member Dailey Jones and passed unanimously. Ordinance No. 2006-7 <br />tabled. <br />Resolution No. 2006-9 introduced by Mayor O'Grady on behalf of himself and the entire <br />City Council was given its second reading. A resolution in support of House Bill No. 293 <br />to authorize Boards of County Commissioners to establish property tax payment linked <br />deposit programs to assist senior citizens and permanently and totally disabled citizens in <br />paying property taxes on their homesteads, and declaring an emergency. <br />Resolution No. 2006-10 introduced by Mayor O'Grady on behalf of himself and the <br />entire City Council was given its second reading. A resolution in support of House Bill <br />No. 294 to authorize County Boards of Revision to conduct administrative foreclosure <br />proceedings upon tax liens against statutorily defined "abandoned lands," and declaring <br />an emergency. Councilman Gareau moved for suspension of the rule requiring three <br />readings, and the motion was seconded by Council Member Dailey Jones. Roll call: <br />Gareau, yes; Dailey Jones, yes; Barker, yes; Miller, no; Orlowski, yes; Ryan, no; Talton, <br />no. The motion failed with four yes votes and three no votes. <br />Resolution No. 2006-11 was introduced and placed on first reading by Mayor O'Grady. <br />A resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to provide new pavement markings to various streets at various locations in <br />the city, as detailed in the specifications on file in the Engineering Department, and <br />authorizing the Mayor, following approval of the Board of Control, if necessary, to <br />contract for the same with the lowest and best bidder, and declaring an emergency. <br />Ordinance No. 2006-12 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2006. <br />Ordinance No. 2006-13 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance amending various sections of Chapter 945 (Community Cabin/Senior <br />Center) of the North Olmsted Codified Ordinances in order to transfer responsibility for <br />Community Cabin and Senior Center rentals from the Director of Public Service to the <br />Director of Community Life Services.
