Council Minutes of 1/17/2006 <br />• The city received a decision from SERB in the unfair labor practice complaint <br />that the fire fighters filed last year against the city. A proposed order was <br />received several months ago from a SERB magistrate. That ruling has been <br />finalized by SERB as a board. Even though it did substantiate that the city had <br />committed an unfair labor practice, it was a fairly favorable ruling from the city's <br />point of view. There is a relatively short period of time for either side to take an <br />appeal into the Common Pleas Court system. The city does not intend to do so. <br />• Shelley Company v. the City of North Olmsted. A case management conference <br />was held on January 11, and discovery dates and further pre-trial dates were also <br />scheduled at that time. <br />• Assistant Law Director O'Malley attended several pre-trials involving a series of <br />cases pending in Probate Court involving the StearnslCrocker extension. The city <br />has an interest in those, and the department tries to attend them to make sure that <br />city interests are being protected. <br />• The city filed an amended answer on January 5 in the Nancy Kovacic lawsuit. <br />Finance Director Copfer: 1) Met with the Mayor, city investment banker, and city bond <br />counsel to discuss going to the bond market with the approximately $10 million of <br />outstanding existing capital notes and the new money that is expected to be borrowed this <br />year. Additionally, the group looked at each outstanding issue to determine if there were <br />any refunding opportunities available. Certain pieces do have parts of them that would bF <br />able to be refunded; and, if the market follows projections, it looks like there will be a <br />savings. Preliminary estimates of savings are approximately a million dollars over the <br />life of the existing bonds. The schedule of required timelines is being put together. This <br />is a very complex process-there are limited tax and unlimited tax issues to be dealt <br />with-and there will be more than 20 pieces of legislation required <br />2) The department has been busy with year-end procedures, including W-2's, 1099's, <br />year-end closings and reconciliations. Also, the department is working with divisions on <br />2006 budgets. She appreciates the other departments and divisions recognizing it's <br />always hard to do something the first time as and this is the first year in closing on this <br />system. Her staff is handling it incredibly well. <br />Councilman Ryan, chairperson of the lntra-Governmental Relations Committee: 1) The <br />committee met at 7:25 p.m. this evening with all members being present. Mr. Daniel H. <br />Rahm was interviewed for a position on the Charter Review Commission as Council's <br />appointment. Mr. Rahm expressed great enthusiasm to take on this position. The <br />committee unanimously recommended his appointment. Councilman Ryan moved that <br />City Council appoint Daniel H. Rahm to the Charter Review Commission for the term <br />commencing immediately and ending on December 31, 2008. The motion was seconded <br />by Council Member Dailey Jones and passed unanimously. Mr. Rahm was asked to <br />stand and be recognized. <br />2) Mr. Joseph Lang, along-time participant in the Landmarks Commission, has <br />submitted his resignation. City Council will seek out someone to fill his position as he <br />was Council's appointment to the Commission. <br /> <br />3 <br />_~ <br />
