Council Minutes of 12/4/2007 <br />for the seat in the Tenth Congressional District. He will be announcing his campaign on <br />Thursday, December 6, at 2 p.m. at Maple Intermediate School. Everyone is welcome to <br />attend. After some significant successes over these last three years as Mayor, seeing <br />major construction projects being completed-the new Fire Station No. 2, the new <br />entryway to City Hall, the ADA access improvements and more on the way, seeing road <br />contracts completed on time and under budget, it's become clear that there's much more <br />work to be done. As a city mayor, he cannot fix the issues of jobs, education, and health <br />care. That was his motivation to pursue this office. As the Congressman of the Tenth <br />Congressional District, he looks forward to continuing to serve the citizens of North <br />Olmsted. He knows he would leave North Olmsted in good hands as President of <br />Council Kennedy has excelled in his position and would make an outstanding mayor. <br />Law Director Dubelko: 1) Wished the Mayor well in his campaign. <br />2) The Law Dept. has spent considerable time over the last two-week period reviewing <br />proposals submitted for outside counsel in six areas of practice. Four of those have been <br />completed, and it is expected they will be presented to the Board of Control for the award <br />of contracts next week. The other two perhaps before the end of the year. <br />3) Litigation update: Elm Street Properties v. City of North Olmsted, which is pending in <br />Common Pleas Court, we have received notice of plaintiff's service of notice of dismissal <br />without prejudice. The case of City of North Olmsted v. Laser Wash, has been set for <br />initial appearance on December 11 at 9 a.m. in Rocky River Municipal Court. The case <br />of County Commissioners v. Tommy J. Fitch, the Board of County Commissioners filed <br />an appropriations petition to take some 10 feet of additional right-of--way for future <br />construction of storm sewers along Stearns Road south of I-480. The city has been named <br />as a defendant. We will file an answer and cross claims if appropriate on or before <br />December 12. <br />4) Asst. Law Director Carole Heyward reports that on Saturday, December 1, on behalf <br />of the Fair Housing Review Board, she held a seminar for North Olmsted landlords. It <br />was attended by 8 persons who are landlords in the City of North Olmsted or interested in <br />landlord issues. This is part of the job of the Fair Housing Review Board-to get <br />information out to landlords with respect to appropriate landlordltenant policies in the <br />City of North Olmsted. <br />5) Carole Heyward has provided information on real property maintenance in the city for <br />this year. The numbers are down because the Building Dept. has had a tough year with a <br />lot of staff changes and vacancies in positions. As of December 1, there have been 26 <br />property maintenance violations referred to the Law Dept. for action, which is down from <br />37 last year. We hope next year, with the Building Dept. getting up to full staff and with <br />the real property maintenance initiatives that Carole Heyward has recommended to the <br />administration, to get those numbers up. Real property maintenance is key for how the <br />City of North Olmsted does in the future. <br />6) City Prosecutor's report for the month of November: 186 total cases, which compares <br />pretty similar with November of 2006 when there were 200; 100 pleas; no trials. <br />Finance Director Copfer: 1) The October financial reports, including the summaries and <br />detailed revenue and expenditure reports, were either put in Council's mailboxes or e- <br />mailed yesterday. The Financial Review through October was distributed this evening. <br />3 <br />
