Council Minutes of 12/4/2007 <br />If Council has questions, please call or e-mail or the questions can be discussed at the <br />committee meeting next week if chairperson Tallon agrees. <br />2) The unencumbered carry-over balance for the General Fund is expected to be similar <br />to last year, about $1.3 -$ 1.8 million, depending on the spending for the rest of this year. <br />Council President Kennedy: 1) The Committee-of--the-Whole met on Wednesday, <br />November 28, 2007 to discuss records retention. Council Members Gareau, Tallon, <br />Barker, Orlowski, Jones and Kennedy; Directors Dubelko, Farver, Limpert and Copfer <br />were in attendance. Essentially, there were three separate issues involved. First, old <br />documents from the early 1900's that are falling apart. The second issue is tapes we have <br />from the last three to five years that are not permanent. The third issue was, heading into <br />the future, how to approach minutes of a meeting-do we want to record; do we want to <br />make the report the minutes of the meeting; or do we want to have aone-page overview <br />stand as the minutes. This meeting proved to be a start to the process with a lot more <br />questions than answers. Mr. Tallon is working and checking with the County Recorder's <br />office to see if they could help out with some of the older documents and tapes. The Law <br />Dept. will meet with the Clerk of Council to discuss minutes and the way we're going to <br />approach minutes in the future. <br />President Kennedy reported that he had the privilege of attending the (VFW) Fire Fighter <br />and Police Man-of--the-Year banquet which was held on November 28. He introduced <br />Jim Weir, the fire fighter of the year and presented him with a proclamation. Both the <br />gentlemen go above and beyond the call of duty. Mr. Weir was instrumental in getting <br />the live burn at Kacirek's funeral home, which was invaluable practice for our <br />department and also fire departments throughout the whole area. Mr. Kennedy was <br />especially honored to participate as his father was a former fire fighter of the year. <br />Councilman Gareau commented on the steering committee discussion and review of <br />potential changes to the library for the youngest patrons. There were ten North Olmsted <br />residents in attendance who were very helpful in offering comments and suggestions <br />about where the library should go and where it is lacking. A good example of what can <br />be done is at the Westlake and Avon Lake libraries. The North Olmsted library staff took <br />a field trip to other libraries to see what they have gotten right and, in some cases, what is <br />not right. He expects to have something to report at the end of January. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The Finance Committee <br />meeting was called to order at approximately 7 p.m. on Wednesday, November 28. In <br />attendance were committee members Ryan and Tallon as Councilman Miller was unable <br />to attend due to a work commitment. Discussed was Ordinance 2007-138, the temporary <br />appropriations for 2008 which allows the city to operate for the first three months of the <br />year until the final appropriations budget is completed by March 31. After a brief <br />discussion of the legislation and amendments to it, the committee voted to recommend <br />approval to Council and passage under suspension of the rule. (Mrs. Copfer noted the <br />amendment was in the Sewer Revenue Fund contractual services for an emergency <br />project.)
