Council Minutes of 12/4/2007 <br />and as presented to Council in written form. The motion was seconded by Councilman <br />Miller and passed unanimously. Ordinance 2007-138 amended. <br />Councilman Barker reported that he had the honor of attending the Fire Fighter and <br />Police Man-of--the-Year banquet to present a proclamation to Police Detective Ken <br />Vagase. The proclamation was very detailed as Detective Vagase is awell-rounded <br />individual. Detective Vagase's acceptance speech was very good as he said everyone in <br />the department had helped him in his achievements. The most touching aspect of his <br />speech was that he presented the plaque he received from the VFW to his mother. <br />Council Member Dailey Jones: 1) The Streets & Transportation Committee met on <br />Wednesday, November 28, at 7:31 p.m. Present were committee members Jones, Ryan <br />and Barker; Council Members Tallon, Orlowski, Gareau and Council President Kennedy; <br />Directors Dubelko and Limpert. Discussed was Ordinance 2007-27, an ordinance <br />amending Section 521.11 of the General Offenses Code in order to establish new <br />regulations relating to the deposit of snow and ice on public sidewalks, tree lawn areas, <br />and driveway aprons in the City of North Olmsted, and declaring an emergency, as <br />amended. This issue was last discussed in the spring. After that meeting, the Law Dept. <br />and the Safety Dept. went back to work on the issue. They came back to Council with an <br />amended version which was discussed on November 28. This legislation was originally <br />brought up after receiving complaints from residents last winter about sidewalks in the <br />commercial districts where the owners of the businesses had deposited the snow from <br />their parking lots onto our public sidewalks, thus making it impassable for pedestrians. <br />At the meeting, the Chamber of Commerce did also comment and said that the new <br />amended version of Ordinance 2007-27 was agreeable. In committee, Council Member <br />Dailey Jones made a motion to recommend approval to Council of the amended version. <br />The committee motion was seconded by Councilman Barker and passed 2-1. Council <br />Member Dailey Jones made a motion to amend Ordinance 2007-27 as presented to <br />Council in the committee meeting on Wednesday, November 28. Councilman Barker <br />seconded the motion, and the motion passed unanimously. Ordinance 2007-27 amended. <br />LEGISLATION <br />Ordinance No. 2007-128 introduced by Mayor O'Grady was given its third reading. An <br />ordinance authorizing the Director of Finance to request proposals from certified public <br />accountants to provide GAAP conversion assistance services for the preparation of the <br />annual Comprehensive Annual Financial Report (CAFR); and further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into an agreement with the <br />professional selected in the RFP process, and declaring an emergency, as amended. <br />Councilman Tallon moved for adoption. The motion was seconded by Councilman <br />Miller and passed unanimously. Ordinance No. 2007-128 adopted. <br />Resolution No. 2007-130 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with the City of Bedford Heights, providing for the said city to house North Olmsted <br />prisoners at the Bedford Heights City Jail, and declaring an emergency.
