<br />~ Ordinance 2007-127, an ordinance to make and transfer appropriations for current
<br />expenses and other expenditures for the City of North Olmsted for the year ending
<br />December 31, 2007, as amended. After an overview by Finance Director Copfer,
<br />a discussion was held and a motion was made, seconded, and unanimously
<br />approved to recommend to Council approval of Ordinance 2007-127. The
<br />committee also voted unanimously to recommend passage under suspension of
<br />the rule. Since that meeting, an error was discovered on page 3 under the Public
<br />Service Director salaries and benefits. The correct numbers are $5,908 in the
<br />increase column, and in the total column, $120,645. In the benefits column, it
<br />should read $8,081, and in the total column, $53,894. Councilman Tallon made a
<br />motion to amend Ordinance 2007-127 as noted, and the motion was seconded by
<br />Councilman Miller. Mr. Tallon was asked to include the amendments agreed to
<br />by committee, and Finance Director Copfer listed them as follows: On page 9 of
<br />the ordinance in the Bus Fund, the $13,500 for the assessment for the street
<br />improvements and the special assessment for those two parcels; in the Sewer
<br />Revenue Fund, $18,000 was being transferred to enable us to analyze the data of
<br />the EPA Phase II study. Councilman Tallon noted the $13,500 is the assessment
<br />we have to pay for our parcels in the industrial parkway. Councilman Tallon
<br />made a motion to incorporate all the listed amendments to Ordinance 2007-127.
<br />The motion was seconded by Councilman Miller and passed unanimously.

<br />• Ordinance 2007-128, an ordinance authorizing the Director of Finance to request
<br />proposals from certified public accountants to provide GAAP conversion
<br />assistance services for the preparation of the 2007 annual comprehensive annual
<br />financial report (CAFR) and also as an option to be exercised by the city for the
<br />2008, 2009, 2010 annual reports; and further authorizing the Mayor, subject to
<br />approval of the Board of Control, to enter into an agreement with the professional
<br />selected in the RFP process and declaring an emergency. After a presentation by
<br />Director Copfer, a discussion was held and the following changes to the ordinance
<br />were recommended: (in title) strike "2007" and add "annual". Strike (in title)
<br />"and also, as an option to be exercised by the city, for the 2008, 2009, and 2010
<br />annual reports". In the sixth Whereas, after ... Financial Report, "and, under
<br />various requested alternates, for either options or extended contracts for the years
<br />2008, 2009 and 2010," be inserted and the sentence, "and also, as an annual
<br />option to be exercised by the City for the 2008, 2009, 2010 reports" be stricken.
<br />In section 1, after 2007 CAFR, and also, "under various requested alternates, for
<br />either options or extended contracts for the years," is added; then stricken will be,
<br />"as an option to be exercised by the City for the"; after ...and 2010, strike
<br />"reports". In Section 2, after 2007 CAFR and also, "in accordance with the
<br />alternate selected by the Board of Control, for either options or extended contracts
<br />for the years 2008, 2009 and 2010" added; after provide for "an" will be stricken
<br />and inserted will be "any such contract"; add an "s" to the word option; two
<br />sentences down after Director of Finance, "that said services are necessary for
