Council Minutes of 11/7/2007 <br />LEGISLATION <br />Ordinance No. 2007-103 introduced by Councilman Gareau on behalf of himself and <br />Council Members Jones and Barker was given its third reading. An ordinance amending <br />Sections 1115.06 and 1145.03 of the North Olmsted Zoning Code in order to limit the <br />location of correctional facilities to the city's Limited Industry-Industrial Park District, as <br />amended. Councilman Gareau moved for adoption. The motion was seconded by <br />Council Member Jones and passed unanimously. Ordinance No. 2007-103 adopted. <br />Resolution No. 2007-64 introduced by Mayor O'Grady was given its second reading for <br />the purposes of tabling. A resolution urging an end to the conflict in Iraq. Councilman <br />Gareau moved to table. The motion was seconded by Councilman Ryan and passed <br />unanimously. Resolution No. 2007-64 tabled. Mayor O'Grady commented that the <br />legislation had been requested by Rosemary Palmer who leads a group called Families of <br />the Fallen. He thought it had great merit. He did send letters from himself directly to the <br />President of the United States, our two Senators and our United States Representative <br />saying the same words. So, the message was conveyed and, understanding the hesitancy <br />of Council, that is why he asked for this to be tabled. Councilman Ryan said he believed <br />he was the one who asked the Mayor to consider that, and he deeply appreciates him <br />doing that. He found out that it is a very divisive issue right now in our community, and <br />he thought it was best to hold off on that. <br />Ordinance No. 2007-116 introduced by Councilman Miller on behalf of the entire <br />Council was given its second reading. An ordinance to approve the Codified Ordinances <br />by adopting the current replacement pages; and declaring an emergency. Councilman <br />Tallon moved for suspension of the rule requiring three readings. The motion was <br />seconded by Councilman Miller and passed unanimously. Councilman Tallon moved for <br />adoption. The motion was seconded by Councilman Miller and passed unanimously. <br />Ordinance No. 2007-116 adopted. <br />Resolution No. 2007-117 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2008, and declaring an emergency. <br />Ordinance No. 2007-118 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Director of Human Resources to solicit proposals for the <br />personal services of a third party administrator (TPA) to process health insurance claims <br />and including the purchases of excess insurance coverage for the city health care and <br />hospitalization plans for 200$, and further authorizing the Mayor, subject to approval of <br />the Board of Control, to enter into a contract for said services and insurance, and <br />declaring an emergency. Councilman Tallon moved for suspension of the rule requiring <br />three readings. The motion was seconded by Councilman Miller and passed <br />unanimously. Councilman Tallon moved for adoption.
