Council Minutes of 11/7/2007 <br />18) Road repairs continue on Great Northern Blvd. just north of Brookpark due to a water <br />line break. Six cubic yards of reinforcing slurry were placed in the hole on the east side <br />of the street to fill the eroded base between ground and pavement. Work is continuing on <br />the west side of the street. <br />19) The duct work was cleaned in City Hall, which is an important safety issue for <br />employees and residents who visit. <br />20) Service Director Limpert and City Engineer Dan Collins attended akick-off meeting <br />with engineering firm HNTB dealing with the water feasibility study. The complete <br />study is expected to take about 17 weeks. <br />Law Director Dubelko: 1) Update on Suburban Collision: He is continuing to <br />correspond and communicate with the city's expert, Auburn Environmental, and also <br />with the attorney for Suburban regarding the cause of odors continuing to be experienced <br />by neighbors living near Suburban. The experts from both sides have been meeting in an <br />effort to fashion a mare comprehensive approach to determining the source of odors at <br />the facility and in the vicinity of the facility. Given that the experts are working together <br />to find a more comprehensive solution, he does not recommend that Council revisit the <br />conditional use permit issue so as to allow more time for a comprehensive look at the <br />entire facility. <br />2) He is currently evaluating the RFP's for outside counsel, and by the end of the month, <br />he will report to the Board of Control and ask for an award for outside counsel in the <br />various areas. <br />3) Prosecutor's report for October: Total of 224 cases; 86 were General Offenses <br />violations; 138 Traffic Code violations; 107 pleas were taken; no trials. <br />4) He has been receiving good feedback on Carole Heyward's real property initiative <br />proposal which was circulated to the administration. It's a truism that good neighbors <br />make for good neighborhoods. Real property maintenance is one of those things that the <br />city can do a lot to build and protect good neighborhoods by protecting the housing stock. <br />There are excellent ideas in the report, and some of the proposals will be factored into the <br />budget process. There will be other initiatives coming out of the Mayor's office and <br />Building and Safety which are going to do a lot to keep North Olmsted a healthy, middle <br />class community, with a good solid housing stock. <br />5) Congratulations to all the participants in yesterday's Council-at-Large election. <br />Mayor O'Grady congratulated Asst. Law Director Heyward and the Law Dept. on the <br />property maintenance initiative. This is a proactive approach to protecting the value of <br />the properties of our neighborhoods and protecting the largest investment that we will <br />probably ever make, our homes. He believes the initiative will be trend setting in the <br />region. <br />Finance Director Copfer: 1) Todd Cooper, a Squire, Sanders & Dempsey attorney who <br />specializes in arbitrage rebate calculations, has been requested in conjunction with our <br />bond counsel to compile the amounts we may owe to date for the library bond issue <br />portion that did not meet the spend down requirement rules. The fee will be $10,000 and <br />that, along with any arbitrage owed, may be paid out of the construction fund remaining <br />proceeds or the library bond retirement fund.
