Council Minutes of 11/7/2007 <br />arbitrage amount may be, but Council will be updated as soon as that information <br />becomes available. <br />2) AFSCME service negotiations occurred on October 18`h. Dispatch negotiations were <br />scheduled for October 22~d, but due to a family emergency with our labor negotiator, they <br />were cancelled and will be re-scheduled. <br />3) She and John Dailey met with Nick Shrader and Janice Dzigiel of STC to discuss the <br />possibility of the city assisting with the maintenance of vehicles from other communities <br />if the STC becomes the DSC, which is the direct provider of the services for those certain <br />cities. This would be a one to two year commitment until they bring up their own garage. <br />These were initial talks which raised a lot of questions regarding potential risk issues, <br />opportunity costs given up by the city, etc. that we are examining. <br />4) The Finance Dept. assisted the administration with an analysis of engineering costs <br />from 1999 annually forward. This was to assist with the restructuring of the engineering <br />department evaluation. <br />5) On first reading is the RFP for consulting services of a CPA to do GAAP conversion <br />assistance work. We have over the last several years kept this cost low as the Asst. <br />Finance Director performs most of the preliminary analysis and journal preparation work <br />and compilation of the schedules. But it is the conversion of this to financial statements <br />including footnotes and a review to insure compliance with all GAAP requirements that <br />we still require which then keeps our audit costs to a minimum because they are ready to <br />go and meet all the requirements when the auditors come in. <br />6) The transfer ordinance on first reading tonight, Ordinance 2007-127, attempts to fix a <br />plethora of problems. A work paper was distributed to Council today. None of these <br />problems are major problems, but it is getting towards the end of the year. Hopefully, <br />this spreadsheet will help navigate through that ordinance during the committee meeting. <br />7) The September month-end financial reports have been distributed to Council. The e- <br />mailed detail will go out soon. <br />8) She has no updated year-end projections as she has not had an opportunity to review <br />the results in any detailed way. She will prepare a quarterly review for the administration <br />and Council before the next meeting. <br />Councilman Gareau, chairperson of the BZD Committee: 1) Tonight the Building, <br />Zoning & Development Committee met to discuss the situation with Gareau Drive. This <br />issue is related to the legislation concerning correctional facilities which has been <br />reported out of committee. But he had promised the residents one more meeting to <br />discuss the situation and the legislation. Present were committee members; Council <br />Members Barker, Jones, Tallon, and Council President Kennedy; Law Director Dubelko, <br />Mayor O'Grady, Planning Director Wenger. It was agive-and-take talk session, and the <br />residents did express concerns they have with a particular parcel of property and ongoing <br />activities there. The administration did pledge that it is an ongoing process and will <br />continue to review the situation, and they believe there has been compliance with the <br />cease and desist order. However, residents were advised that, if they have specific <br />observations or concerns regarding activities that may be taking place at that property or <br />any property where somebody might be running an inappropriate business out of their <br />Home, they should forward those concerns to the Building Department.
