He will report on it at a later date. <br />Councilman Tallon, chairperson of the Finance Committee: 1) The committee met on <br />October 30, 2007. In attendance were chairman Tallon, Councilmen Miller and Ryan, <br />Mayor O'Grady, directors and guests. Agenda items included the following: <br />• Ordinance 2007-116, an ordinance to approve the Codified Ordinances by <br />adopting current replacement pages and declaring an emergency. After <br />discussion, the committee unanimously recommended approval to Council. <br />• Ordinance 2007-118, an ordinance authorizing the Director of Human Resources <br />to solicit proposals for personal services of a third party administrator, TPA, to <br />process health insurance claims and including the purchase of excess insurance <br />coverage for the city health care and hospitalization plans for 2008; further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into a <br />contract for said services and insurances, and declaring an emergency. After a <br />brief overview by Director Farver, a discussion was held and the committee <br />unanimously recommended approval by Council. <br />• Resolution 2007-121, a resolution authorizing the Mayor on behalf of the City of <br />North Olmsted to enter into a contract with the Westlife Publishing Co. for the <br />purpose of publishing the North Olmsted Magazine for the 2008 calendar year. <br />After a brief overview by the Mayor and a discussion, the committee unanimously <br />recommended approval by Council. This magazine-type production will be free <br />to the city, but the city will be allowed to provide the information. The costs will <br />be paid for through advertisements. <br />• Ordinance 2007-123, an ordinance amending Section 915.04 of the Codified <br />Ordinances of the City of North Olmsted to establish revised charges for the use <br />of the municipal sanitary sewer system; repealing existing Section 915.04 of the <br />Codified Ordinances; and declaring an emergency. After an overview and input <br />by the Mayor, Service Director, Finance Director, Law Director, along with the <br />WWTP administrative personnel, the committee unanimously recommended <br />approval by Council with the following amendments: In the third paragraph of <br />page 7 following 2005, insert: "and ending on the billing quarter that ends on <br />December 31, 2007." The rest of the paragraph would remain. After that <br />paragraph, insert a new paragraph, "Effective for billing quarters commencing on <br />January 1, 2008, such users shall only qualify for entitlement to a refund or credit <br />for such quarters if they demonstrate with evidence satisfactory to the Director of <br />Finance that they qualify for the Cleveland Division of Water homestead or <br />disabled water rate reduction program, as that program may be amended by the <br />City of Cleveland from time to time." Councilman Tallon moved to amend <br />Ordinance 2007-123 as stated above. The motion was seconded by Councilman <br />Ryan and passed unanimously. Ordinance No. 2007-123 amended. <br />5 <br />
