<br />Councilman Ryan, chairperson of the Intra-Governmental Relations Committee: 1) The
<br />committee met this evening, November 7, 2007. On the agenda was Ordinance 2007-96,
<br />an ordinance creating new Section 111.09 of the Administrative Code concerning Project
<br />Labor Agreements. At the commencement of the committee meeting, Mr. Ryan made a
<br />motion that the legislation be amended: First, in the second Whereas clause where
<br />$500,000 appears, that amount would be changed to $100,000. In the body of the
<br />legislation, Section 1, referring to the first paragraph under 111.09 Project Labor
<br />Agreement, where $500,000 appears, that would be changed to $100,000. Committee
<br />members Ryan and Orlowski voted yes on the suggested amendment and committee
<br />member Dailey Jones voted no. The committee motion passed 2-l. Pursuant to that
<br />recommendation of the committee, Councilman Ryan made a motion to amend the
<br />legislation by changing the amount of $500,000 to $100,000 in the second Whereas
<br />clause and also in the Section One, 111.09. Councilman Miller noted that the amount of
<br />$500,000 also appeared in the fourth Whereas clause. Councilman Ryan agreed and
<br />amended his motion to also include changing the amount from $500,000 to $100,000 in
<br />the fourth Whereas clause. The motion was seconded by Councilman Orlowski. Roll
<br />call: Ryan, yes; Orlowski, yes; Jones, no; Gareau, no; Barker, no; Miller, yes; Tallon,
<br />yes. The motion passed with four yes votes and three no votes. Ordinance 2007-96
<br />amended.
<br />2) Continuing with the committee meeting report, the committee voted 2-1 to recommend
<br />approval to Council of the legislation with the suggested amendments with committee
<br />members Ryan and Orlowski voting yes and committee member Dailey Jones voting no.
<br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee:
<br />1) The committee met on October 23, 2007. In attendance were the Service Director,
<br />Assistant Law Director, City Engineer, committee members Barker anal Orlowski,
<br />Council Members Gareau, Jones and Miller. Agenda items included the following:
<br />• Liquor Permit transfer No. 6071207. This is a transfer of ownership of the bar
<br />known as the Stop On Inn, located at 29352 Lorain Road. Lt. Cox from the
<br />Police Dept. stated there have been no problems, no violations, no history of
<br />problems with the owners, and there has been nothing out of the ordinary in the
<br />last few years. The committee unanimously recommended a motion of no
<br />objection to the whole of Council. Councilman Orlowski made a motion that
<br />Council not object to the liquor permit transfer for the Stop On Inn, 29352 Lorain
<br />Road. The motion was seconded by Councilman Barker. Roll call: Orlowski,
<br />yes; Barker, yes; Gareau, abstained and noted he did not participate in the
<br />discussion and deliberations based upon an attorney/client relationship with one
<br />of the parties involved in the liquor transfer. Roll call continued: Miller, yes;
<br />Jones, yes; Tallon, yes; Ryan, yes. The motion passed with six yes votes and one
<br />abstention.
<br />• Resolution No. 2007-117, a resolution authorizing the Mayor to enter into a
<br />contract with the Cuyahoga County General Health District for the year 2008, and
<br />declaring an emergency. A brief discussion ensued, Council members agreed that
<br />the annual cost of $122,807 to the Board of Health for their support services is a
<br />fair cost based on the services provided and the cost to implement our own health
