Council Minutes of 11/7/2007 <br />the Landmarks Commission believed when. it made its original recommendation to <br />Council. For the foregoing reasons, the Law Director recommended that no changes be <br />made in the language of the second Whereas clause of Ordi~nancc No. 2007- 119. <br />2) On Thursday, October 18, 2007, there was a meeting held to discuss the construction <br />on Strains Road with. the residents living on that section of the road. .Present were Mayor <br />O'Grady, Service Director Limpert, and Council Members .Ioncs anal Barker. Also <br />present wire representatives from the Cuyahoga County Engineer's ol'Cce and Frabrizi <br />Construction. 'fhe County explained that the project was running behind schedule due to <br />finding that water lines wire placed higher in the ground than shown on the plans. It was <br />asked why they were pouring concrete on the new section oi~' the road north of Lorain <br />before they were pouring ~in the section between 480 and Lorain. The construction <br />manager stated that, because of the utilities and the issues surrounding them, it really <br />;lowed down construction in the area where the residents live. The administration had <br />said that they will close Strarrls Road to local access only when the concrete is poured <br />and, as reported out by the. Mayor today, those dates will be Nove~ubrr 12 and 15. <br />Questions that the residents had also surrounded safety issues, such as noticing that a <br />large dumber of trucks have been speeding clown the street and, with the street so marrow, <br />this increases the safety issue. The issue of access to the homes by police, filer and EMS <br />was covered and residents were assured that during construction and the pouring of <br />concrete all safety Torres could reach our residents. Leaf pick-up was questioned and the <br />Srrt ice Director indicated that hr would come t~~p with a plan to assist those- living in the <br />constr°uction zone that had haves that need to be picked up. Snow removal was also an <br />issue. that was brought up, and again the Service Director stated. that his office would <br />have a plan to assist those on Stearns Road. Additional questions were asked about <br />Strar~~s Road soi~ath of• 1-480 and what type of projects were going to be put in place there. <br />But the scope of the Stearns Road w~idel~~ing under the County extends or7 Stearns rn7rth of <br />1-480 only and those. individuals who were present could not speak to the additional <br />pr~jrets happening south of I-480. <br />Councilman Barker noted that the majority of the residents in attendance at tl~e meeting <br />wrrr very complimentary to Fabrizi Constn~ction and how they handled situations while <br />thc:v ~-veer working on the road. <br />LETTERS & COMMUNICATIONS <br />The Clerk read a letter dated October 23 to North Olmsted City Council from a number <br />of residents regarding the elimination of bi-weekly water aerobics during the winter <br />months: "ARE NON-TAXPAYERS HAVING PREFERENCE OVER TAXPAYERS <br />USING RECREATIONAL FACILITIES? We are residents and taxpayers of North <br />Olmsted. Some of us are senior citizens. We are the Aqua Aerobics class on Tuesday and <br />Thursday evening from 6:30-7:15 p.m. For various reasons, we are limited to the <br />evening class. We have been participating in this program anywhere from currently to 15 <br />years. Most of us have started this class as a referral from our physicians due to health <br />problems, i.e. therapy for a broken leg, hip replacement, knee replacement, sciatica and <br />Heart conditions to name a few. One participant is blind. We have been through having a <br />wonderful class held at the pool for one hour, which included 15 minutes of on deck <br />8 <br />
