Council Minutes of 10/16/2007 <br />J <br />• KFC, 29701 Lorain Road, proposal consisting of site improvements and building <br />renovations. Building renovations include replacing the existing roof, adding a tower <br />element, eliminating some windows, adding new down-lit awnings, and adding EIFS to <br />the tower and a band around the top of the building. The applicant indicated roof top <br />units would be screened. Site improvements include refreshing the landscaping on the <br />site, with specific attention to increasing landscaping beds visible from Lorain Road and <br />planting the rear berm with ground cover. The Planning & Design Commission indicated <br />all property maintenance issues should be addressed during the revitalization. The <br />applicant did indicate that they intended to maintain and keep the existing pole sign. The <br />committee inquired to whether or not that was suitable to have a newly renovated <br />building after 25 years but to maintain a 25 year old rusted pole sign. Because of the sign <br />issue, the proposal was held in committee. A communication was received the following <br />day wherein the applicant indicated a willingness to install a new ground sign in lieu of <br />the existing pole sign. The applicant could not produce drawings by today, but asked for <br />approval conditioned on the sign meeting the city Zoning Code requirements for size, <br />location and height and that the base materials would be consistent with the building <br />materials. Councilman Gareau made a motion to relieve KFC, 29701 Lorain Road, from <br />committee. The motion was seconded by Councilman Miller and passed unanimously. <br />Councilman Gareau made a motion to approve KFC, 29701 Lorain Road, building <br />renovations and site improvements subject to the recommendations of the Planning & <br />Design Commission and further subject to the requirement that the existing pole sign be <br />replaced with a new ground sign. The ground sign will conform to the city's Zoning <br />Code requirements for size, location and height, and further, that the base materials <br />would be consistent with the building materials. The motion was seconded by <br />Councilman Miller. Roll call: Gareau, yes; Miller, yes; Jones, yes; Tallon, yes; <br />Orlowski, yes; Barker, yes, with comment. Kudos to the BZD Committee for impressing <br />on the developer to redo the sign. Thank you. The motion passed unanimously. <br />2) With regard to Ordinance 2007-103, he had promised residents to have another committee <br />meeting to discuss the legislation before it is voted on. He plans to hold that meeting at 7 p.m. <br />on Wednesday, November 7. A list of residents will be individually notified. <br />Mayor O'Grady thanked the sponsors of Ordinance 2007-103 for their support and assistance in <br />the amendment for the location of the correctional facilities in the light industrial zone. <br />Councilman Tallon noted that items in the transfer ordinance have been discussed in individual <br />committees. He has no problems with the transfer ordinance and will move for passage under <br />suspension of the rules. <br />Councilman Orlowski, member of the Intra-Governmental Relations Committee: 1) The Intra- <br />Governmental Relations Committee met this evening at 7:15 p.m. In attendance were the <br />Planning Director, Safety Director, Service Director, Finance Director, Mayor; committee <br />members Jones and Orlowski; Council Members Barker, Gareau, Miller, Tallon, and Kennedy; <br />guests. (Chairperson Ryan had extended his deepest regrets for his absence due to a family <br />matter.) The Intra-Governmental Committee reviewed the resume of and interviewed Dr. Lisa <br />Thomas for the position of Director of Pubhe Safety. She has a very impressive resume and the <br />committee welcomes her to North Olmsted as the new Safety Director. The committee <br />unanimously recommended approval by the whole of Council.
