Council Minutes of 10/16/2007 <br />Director. (Mayor O'Grady noted her appointment would take effect November 1, 2007.) The <br />motion was seconded by Council Member Dailey Jones and passed unanimously. <br />Councilman Barker, chairperson of the Recreation, Public Parks & Buildings Committee: The <br />Recreation, Public Parks and Building Committee met Tuesday, October 9. Present were <br />committee members Barker, Gareau and Dailey Jones; Council Members, Miller, Orlowski, <br />Tallon and President Kennedy; Mayor O'Grady, Law Director Dubelko, Finance Director <br />Copfer, Community Life Services Director Dailey, Phil Bova from Springvale and guests. A <br />Springvale update was given: <br />Prior to mid August, golf revenue was ahead of projections and revenue at the Ballroom was also <br />ahead of projections. The month of August finished with $812,200 in golf revenue and year-to- <br />date was projected to be $797,000. The ballroom was projected to be at $200,000 and year-to- <br />date revenue was $209,005. Those are all good signs. Then the August rains hit, which broke an <br />88 year record, and we lost an estimated $40,000 for the month of August. We had .70" of rain <br />on August 5, 3.45" on Aug 7, .20" of rain on August 8, 1.25" on August 9, 1.85" on August 19, <br />3.15" on August 20 and .60" on August 25. The loss for the month was $40,269 based on <br />average revenue from the past. For the entire month of September, the course was basically a <br />nine-11o1e golf course. Several outings were cancelled, and the outings that did play were given a <br />discount. Finance Director Copfer and Director Dailey worked together and reduced expenses <br />due to reduction in estimated resources, and it will be approximately a $33,000 to $40,000 cost <br />to the General Fund after reducing the administrative fees. That amount could change depending <br />on whether there is good weather for the remainder of the year. Mr. Bova informed the <br />committee that 4 of the 18 greens are made of sand and they drain really well. The other greens <br />are made from clay and are not crowned. They actually drain to the center. That is why the <br />course was closed because, in attempting to remove the standing water from the greens, the :ass <br />~~~as damaged and they had to start growing re-seeded greens in late August early September. <br />The cost to rebuild each green would be between $20,000 to $33,000; to add just drainage to the <br />existing greens would be approximately $7,000 to $10,000 per green. It would be up to Mr. <br />Young, Mr. Bova and Director Dailey to come up with a plan to possibly start the rebuilding <br />process over the upcoming years. Or, we could do nothing and hope that the rains that set a <br />record this year don't happen again for another 80 plus years. This renovation would probably <br />have to be contracted out due to the fact of limited personnel. The consensus of the committee <br />and Council would be to possibly do a green a year. Although this is not a great report due to <br />this year's losses, we did have a good year last year and this specific division relies on good <br />weather to be profitable. <br />Council Member .Dailey Jones, chairperson of the Streets & Transportation Committee: 1) The <br />Streets & Transportation Committee met on Tuesday, October 9. Present were committee <br />members Barker, Ryan and Jones; Council Members Gareau, Miller, Orlowski, Talton and <br />Council President Kennedy; Mayor O'Grady, Law Director Dubelko, Planning Director Wenger, <br />Service Director Limpert, City Engineer Collins, and the city streets foreman. Agenda items: <br />• Resolution 2007-111, a resolution authorizing and directing the Director of Plamiing to <br />make application on behalf of the city of North Olmsted for Community Development <br />Block Grant funds for the fiscal year 2008 for a project to reconstruct two segments of <br />Kennedy Ridge Road; further authorizing the use of city funds as the local match; further <br />authorizing the Mayor to accept the grant if awarded in the maximum amount; and <br />6 <br />
