Council Minutes of 10/16/2007 <br /> <br />declaring an emergency. Planning Director Wenger introduced Mr. Groden and Mr. <br />Conaway who are members of the CDBG Advisory Committee. Ms. Wenger explained <br />that the advisory committee is recommending the project which involves reconstructing <br />two segments of Kennedy Ridge Road, one east and one west of the I-480 Great Northern <br />Blvd. interchange. This is a much needed improvement in our city and Council <br />appreciates the time that the CDBG Advisory Committee and the Planning Director put <br />in to studying different areas of the city were improvements are needed and seeking out <br />grant funds to assist in these areas. The committee unanimously recommended approval <br />of the legislation to Council. <br />• Resolution 2007-113, a resolution urging the Cuyahoga County Engineer to name the <br />new section of County Road 76 from Lorain Road north to the North Olmsted corporate <br />line Stearns Road. Mr. Orlowski stated that the Landmarks Commission had requested <br />this resolution. Law Director Dubelko stated that he would advise Council to hold this <br />legislation in committee as the administration was working on this issue and had more <br />meaningful legislation coming forward soon. The committee unanimously voted to hold <br />the legislation in committee. <br />• Streets project update given by the Service Director, City Engineer and city foreman. All <br />of the asphalt scheduled to be put down is down. Crack sealing has gone well this year, <br />and the foreman stated that hiring an outside contractor to help with crack sealing the <br />longer main streets was very helpful. In addition, crack sealing has helped keep our <br />streets cleaner. Service Director Limpert said that Council should expect from the <br />administration during the first quarter of next year a survey of the streets that were rated 4 <br />and below. This partial survey will outline which streets are to be repaired in the next <br />year. <br />AUDIENCE PARTICIPATION <br />Charles Dial, 27959 Gardenia, said he has not posted on Cleveiand.com within the last year, and <br />someone is cloning him; he is impressed with the progress of the work on Crocker-Stearns; he is <br />filing a complaint with the Ethics Commission about a Council Member with regard to the <br />Walters Dentistry issue. <br />LEGISLATION <br />Ordinance No. 2006-179 introduced by Councilman Gareau was given its third reading. An <br />ordinance amending Section 521.09 of Chapter 521 (Health, Safety and Sanitation) of the <br />General Offenses Code, entitled "Noxious or Offensive Odors," in order to deem as a nuisance <br />condition emissions into the atmosphere from any air contaminant source or control equipment <br />that cause outdoor air to become unreasonably odorous, and declaring an emergency, as <br />amended. Councilman Gareau moved for adoption. The motion was seconded by Councilman <br />Miller and passed unanimously. Ordinance No. 2007-179 adopted. <br />Resolution No. 2007-108 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Mayor to enter into an intergovernmental agreement with the <br />Cuyahoga County Solid Waste Management District in order to participate in the district's <br />program to collect and sell recyclables in the marketplace. Councilman Gareau moved for <br />adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Resolution No. 2007-108 adopted. <br />7 <br />
