Council Minutes of 10/16/2007 <br />Ordinance No. 2007-103 introduced by Councilman Gareau on behalf of himself and Council <br />Members Jones and Barker was given its second reading. An ordinance amending Sections <br />1115.06 and 1145.03 of the North Olmsted Zoning Code in order to limit the location of <br />correctional facilities to the city's Limited Industry-Industrial Park District, as amended. <br />Resolution No. 2007-111 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing and directing the Director of Planning to make application on behalf of the <br />City of North Olmsted for Community Development Block Grant (CDBG) funds for the fiscal <br />year 2008 for a project to reconstruct two segments of Kennedy Ridge Road; further authorizing <br />the use of city funds as the local match; further authorizing the Mayor to accept the grant if <br />awarded in the maximum amount; and declaring an emergency. Council Member Dailey Jones <br />moved for suspension of the rule requiring three readings noting the legislation had been heard in <br />committee. The motion was seconded by Councilman Barker and passed unanimously. Council <br />Member Dailey Jones moved for adoption, and the motion was seconded by Councilman Barker. <br />Roll call: Jones, yes, commenting she would like to thank the members of the Community <br />Development Block Grant Advisory Committee for all their work on behalf of the city. Roll call <br />continued: Barker, yes; Orlowski, yes; Tallon, yes; Miller, yes; Gareau, yes. The motion passed <br />unanimously. Resolution No. 2007-11 adopted. <br />Resolution No. 2007-114 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution accepting the amounts and rates as determined by the Budget Commission and <br />authorizing the necessary tax levies and certifying them to the County Auditor. Councilman <br />Tallon moved for suspension of the rules requiring three readings and committee review as there <br />is a deadline of November 1. The motion was seconded by Councilman Miller and passed <br />unanimously. Councih~nan Tallon moved for adoption. The motion was seconded by <br />Councilman Miller and passed unanimously. Resolution No. 2007-114 adopted. <br />Ordinance No. 2007-115 was introduced and placed on first reading by Mayor O'Grady. An <br />ordinance to make and transfer appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 2007. Councilman Tallon moved <br />for suspension of the rules requiring three readings and committee review noting the legislation <br />had been discussed in caucus and the expenditures were discussed in committee. The motion <br />was seconded by Councilman Miller and passed unanimously. Councilman Tallon moved for <br />adoption. The motion was seconded by Council Member Jones and passed unanimously. <br />Ordinance No. 2007-115 adopted. <br />Ordinance No. 2007-116 was introduced and placed on first reading by Councilman Miller on <br />behalf of the entire Council. An ordinance to approve the Codified Ordinances by adopting the <br />current replacement pages; and declaring an emergency. <br />Resolution No. 2007-117 was introduced and placed on first reading by Mayor O'Grady. A <br />resolution authorizing the Mayor to enter into a contract with the Cuyahoga County General <br />Health District for the year 2008, and declaring an emergency. <br />8 <br />
