Council Minutes of 9/4/2007 <br />Resolution No. 2007-80 introduced by Mayor O'Grady was given its second reading. A <br />resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br />year beginning January 1, 2008, and submitting the same to the County Auditor, and <br />declaring an emergency. <br />Resolution No. 2007-87 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Director of Public Service to solicit bids for the collection and <br />disposal of solid waste and recyclable materials; and further authorizing the Mayor, upon <br />approval of the Board of Control, to enter into a contract with the lowest and best bidder. <br />Councilman Miller moved for suspension of the rule requiring three readings and noted <br />the legislation had been heard in committee twice. The motion was seconded by <br />Councilman Tallon and passed unanimously. Councilman Miller moved for adoption. <br />The motion was seconded by Councilman Tallon and passed unanimously. Resolution. <br />No. 2007-87 adopted. <br />Ordinance No. 2007-99 introduced by Councilman Gareau was given its second reading. <br />An ordinance dispensing with a formal RFP process and authorizing the Mayor to enter <br />into an agreement with R.C.U. Architects, Inc. to provide architectural design services for <br />the North Olmsted branch library improvement project. <br />Ordinance No. 2007-101 introduced by Mayor O'Grady was given its second reading. <br />An ordinance authorizing the Director of Law to request proposals from attorneys and <br />law firms to provide outside legal services for the years 2008-2009; and further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into an <br />agreement with the attorneys and/or law firms selected in the RFP process. Councilman <br />Tallon moved for suspension of the rule requiring three readings and noted the legislation <br />had been heard in committee. The motion was seconded by Councilman Barker. <br />Councilman Ryan requested permission to ask whether the Law Department felt strongly <br />they wanted to pass this legislation on second reading. Law Director Dubelko answered, <br />at the committee meeting, he said it was not critical. But it would allow him to start the <br />process a little bit earlier and get it finished before the end of the year. The motion to <br />suspend the rule passed unanimously. Councilman Tallon moved for adoption. The <br />motion was seconded by Councilman Ryan and passed unanimously. Ordinance No. <br />2007-101 adopted. <br />Ordinance No. 2007-102 introduced by Mayor O'Grady on behalf of himself and the <br />entire Council was given its second reading as amended. An ordinance creating new <br />Chapter 174 of the Administrative Code, entitled "Job Creation Grant Program," for the <br />purpose of encouraging businesses to locate and expand in North Olmsted as amended. <br />Councilman Ryan moved for suspension of the rule requiring three readings. The motion <br />was seconded by Council Member Dailey Jones and passed unanimously. Councilman <br />Ryan moved for adoption. The motion was seconded by Councilman Orlowski and <br />passed unanimously. Ordinance No. 2007-102 adopted. <br />9 <br />
