Council Minutes of 8/21/2007 <br />C <br />printed and made available to residents. The committee voted 3-0 to hold the <br />ordinance in committee pending additional information. <br />• Ordinance 2007-93, an ordinance re-authorizing the Director of Public Safety to <br />appoint a temporary, part-time Fire Administrator to assist the new Assistant Fire <br />Chief; re-establishing the pay range for said temporary position; and declaring an <br />emergency. This was a very lengthy meeting which was minimally productive. <br />Many questions from the June meeting were re-asked of the Fire Chief. <br />Established was the fact that, since Sept. 12, 2006, the part-time Fire <br />Administrator has committed no information to a written form or manual for the <br />new Assistant Fire Chief to refer to when he is performing the all-important <br />construction plan review. One of the duties of the part-time Fire Administrator <br />has been to update and review manuals, policies and procedures. The Safety <br />Director stated the new Assistant Fire Chief was talking his own notes. We have <br />a candidate who is interested in learning in spite of the obstacles placed in front of <br />him. Since 1985, the Fire Chief has attended numerous seminars and continuing <br />education courses. It was stated that the Fire Inspectors frequently refer to the fire <br />manual or disk to refresh their own memories. In early May of 2007, a written <br />test was given to applicants for the Assistant Fire Chief position. In mid-May, the <br />oral part of the test was administered to applicants who successfully passed the <br />written exam. The Assistant Fire Chief was hired in early July. As of August 13, <br />2007, the Assistant Fire Chief is not yet registered for plan review courses which <br />are being offered in Sept. and Oct. of 2007. The Fire Chief has made a firm <br />commitment to allocating funds for the Assistant Fire Chief's training. The <br />Safety Director stated the part-time Fire Administrator position was a safety issue <br />and involved the safety of the residents. There is a Fire Safety Inspector position <br />which has gone unfilled for three or four years. This is also a very important <br />safety issue. In committee, Mr. Tailon made a motion to rehire the part-time Fire <br />Administrator as a city employee beginning August 25, 2007 and terminating the <br />position on Sept. 19, 2007. Counting the time the administration hired the part- <br />time Fire Administrator as a contract employee, will equate to approximately 60 <br />days of employment with the new Assistant Fire Chief. Also agreed to at the <br />committee meeting, was the end of hiring the part-time Fire Administrator as a <br />contract employee. The committee voted 2-0 for approval by all of Council for <br />the motion with suspension. (Mr. Barker had left the meeting after the review of <br />Ordinance 2007-72.) <br />• Due to the late hour and the need to conclude the Finance Committee meeting, <br />Ordinance 2007-82 was held in committee by a vote of 2-0. <br />Mayor O'Grady said he felt there were a number of errors in Councilman Orlowski's <br />report. First, he did not feel the statement that the Mayor adamantly stated there would <br />be no new stickers was accurate. He had said that the stickers are unrelated to this piece <br />of legislation. This legislation is a do not knock registry. He further would have <br />indicated to Mr. Orlowski that the question to do that is an administrative issue. It <br />doesn't belong in City Council. He did not agree that the administration should print the <br />stickers as there are changes to the code and felt Mr. Orlowski didn't understand what's <br />going on. There are changes to the code that are currently underway and the stickers <br />16 <br /> <br />
