Council Minutes of 8/21/2007
should not be printed until those are completed because the code stipulations would be
listed on the stickers. Second, regarding Mr. Orlowski's wish for the administration to be
pro-active, he would pass that back to him. While they have waited for now into our third
month for the do not knock registry, our Safety Director continues to get calls from our
residents who have stated that they are being harassed at their door by solicitors who are
coming up and knocking and attempting to sell or make contact for sales at their doors.
The registry would require solicitors who are licensed through the city to get the list of
addresses they are not even allowed to walk up the driveway and those people never
would have been bothered. Third, regarding comments on the Fire Administrative
Assistant, this is a safety issue, and they have been very clear to Council that it is. It is
the opinion of the professionals in this administration that they require 60 additional days
from the date this legislation takes effect, not 25.
Safety Director Terbrack came forward and summarized that, at the special Council
meeting held June 26, it had been the hope of the administration that the legislation that
would have authorized the temporary Administrator for 60 days would have been passed.
It was not, and it was placed on third reading. During the next week, he asked the Clerk
of Council to try to schedule a special Council meeting prior to the appointment of the
new Assistant Fire Chief. That could not be done due to a lack of quorum. When the
Assistant Fire Chief was appointed on July 10, the temporary part-time Fire
Administrator no longer had employment with the city. The hope of the administration
was to get 60 days for this individual to train with the new Assistant Fire Chief.
Councilman Orlowski commented, to answer Mr. Terbrack, that's exactly what he said.
To answer the Mayor, the Mayor had stated they are not going to print any new stickers.
For the safety of residents and for people to have an updated sticker that eliminates the
word "canvassers" (because it can no longer be placed on a sticker), it should cite the
new section of the code. He is imploring the administration to act accordingly when this
legislation is passed and simply issue the stickers to the residents of North Olmsted.
Council Member Dailey Jones, chairperson of the Streets and Transportation Committee:
1) Regarding the 480 sound barrier wall meeting that the Ohio Department of
Transportation held last week, the turnout was good from the residents in Ward III. She
has copies of the information that was provided to the residents who attended that
meeting that she can pass out to any other North Olmsted residents who are interested in
either commenting about those walls or also making other comments to the Ohio
Department of Transportation. It was important that the residents who were there were
able to talk to the ODOT representatives directly, especially regarding the walls that are
being replaced. But also, the issue of perhaps extending the walls through other areas of
the city that abut 480. If anyone is interested in receiving those, please let her know as
soon as possible because the comment period ends August 29.
Councilman Miller commented that for years he has been encouraging administrations to
crack sealing down Marquette. It's a very long street and was at risk of considerable
expense if crack sealing wasn't done. He thanked Mr. Limpert for getting that done.
17
