Council Minutes of 8/21/200'7 <br />amended. Councilman Tallon moved for suspension of the rule requiring three readings <br />noting it had been heard in committee. Ordinance No. 2007-81 <br />adopted. <br />Resolution No. 2007-83 introduced by Mayor O'Grady was given its second reading. A <br />resolution ratifying and confirming the 2006 contract previously executed by the Mayor <br />and Electronic Commerce Link, Inc., ("E-Gov Link") and authorizing the Mayor to <br />execute an addendum to said contract with E-Gov Link, providing for the latter to <br />provide additional software application services to the city. Councilman Tallon moved <br />for suspension of the rule requiring three readings noting the legislation had been heard in <br />committee. The motion was seconded by Councilman Miller and passed unanimously. <br />Councilman Tallon moved for adoption, and the motion was seconded by Councilman <br />Miller. Roll call: Tallon, yes; Miller, yes; Ryan, yes; Gareau, yes, with comment that he <br />supports this legislation with the hope it's the beginning and not the end. Our web page <br />is woeful compared to other communities and is embarrassing in what it lacks. He could <br />open an online retailing facility tomorrow, start selling widgets, open up a web page <br />where people buy widgets and pay for the widgets on line through a link. Yet people <br />can't go to our Rec Center or Springvale and do the exact same thing. He hopes this is a <br />step toward greater things. He will support efforts to improve the access of residents to <br />the services and the information we have. Roll call continued: Jones, yes; Barker, yes; <br />Orlowski, yes. The motion passed unanimously. Ordinance No. 2007-83 adopted. <br />Mayor O'Grady said Councilman Gareau was absolutely right. This is part of the <br />evolution. We have come a long way as there are forms that can be filled out on line, but <br />we have a long way to go. <br />Ordinance No. 2007-84 introduced by Mayor O'Grady was given its second reading. An <br />ordinance amending Sections 1, 2 and 3 of Ordinance 2003-22, as amended by Ordinance <br />2004-175, in order to authorize the Springvale Facility Manager to charge costs only for <br />city-sponsored events held at the Springvale Golf Course and/or Ballroom facility. <br />Ordinance No. 2007-86 introduced by Mayor O'Grady on behalf of himself and Council <br />Member Dailey Jones was given its second reading. An ordinance amending Section <br />109.02 of the Administrative Code, entitled "Public Meetings," in order to provide for the <br />Law Department legal secretary to provide clerical support to the Fair Housing Review <br />Board. <br />Resolution No. 2007-88 introduced by Mayor O'Grady on behalf of himself was given <br />its second reading. A resolution authorizing the Director of Public Service to advertise <br />for bids for leaf pick-up service; further authorizing the Mayor, upon approval of the <br />Board of Control, to execute a contract with the lowest and best bidder; and declaring an <br />emergency. Councilman Miller moved for suspension of the rule requiring three readings <br />and noted the legislation had been reviewed in committee. The motion was seconded by <br />Councilman Barker and passed unanimously. Councilman Miller moved for adoption on <br />behalf of the Mayor and entire Council.
