Council Minutes of 8/7/2007 <br /> <br />submitted to the city. There were variances received for a wall sign; however, <br />total square footage of signage conforms to the city's Zoning Code. The <br />committee, after limited discussion, felt that the Key Bank proposal was a sound <br />proposal. A motion was made by Councilman Gareau, seconded by Councilman <br />Orlowski to recommend approval of the Key Bank proposal, 26380 Great <br />Northern Shopping Center, consisting of exterior building and site renovations <br />and subject to the requirements of the Planning & Design Commission. The <br />committee approved. Couneilrnan Gareau made a motion to approve Key Bank, <br />26380 Great Northern Shopping Center, site renovations and exterior building <br />renovations, subject to the recommendations of the Planning & Design <br />Commission. The motion was seconded by Councilman Orlowski and passed <br />unanimously. <br />• Walters Advanced Dentistry. Planning Director Wenger gave a review of what <br />had been covered at the previous meeting. Mr. Dubelko at that point interjected <br />and explained to Council the parameters that were to be followed and what <br />Council was permitted to use as a consideration for recommending approval of <br />the project or recommending denial of the project, specifically including the <br />caution that Council would not consider the zoning variance that was granted and <br />not second-guess that or use that as a basis of denial. Mr. Orlowski again was <br />heard to comment on matters concerning safety, concerning the traffic flow, the <br />fact that he considered this particular location to be too much building on too <br />small of a site. Mr. Orlowski commented about children in the neighborhood and <br />commented about the water from the wet basin that would be adjacent to the <br />sidewalk. He just generally felt that it wasn't a particularly good plan. He felt <br />there was a pedestrian traffic issue with the signage at Wellington Place and also <br />felt that there would be increased truck traffic which could cause a problem in the <br />neighborhood. Mr. Miller advised that he felt this had a negative impact on the <br />quality of the neighborhood. He felt he had concerns about the parking lot and its <br />location and proximity to the residential neighborhood and was concerned with <br />the pedestrian interaction with vehicles also. Mr. Barker was heard at that point <br />and inquired about the sign. He advised that the signage at Wellington Place was <br />consistent with code and felt he was in favor of the project as presented. He also <br />pointed out that the basin does have a fence, so that would cut back on any <br />potential safety issues. Mr. Tallon specifically had a list of recommendations that <br />he felt should be incorporated into the plan. Those included the elimination of the <br />cupola, elimination of the clock tower, installation of a front entryway with <br />sidewalk to the street to give a more residential appearance. Mr. Tallon further <br />recommended that the basin would be moved to the rear of the proposal and <br />would go underground. He also at a later time recommended that the parking <br />spaces be reduced from 22 to 17. Mr. Kennedy believed the proposal looked <br />good and spoke in favor of it. At that point, Mr. John Slagter, attorney for the <br />applicant spoke and went over his concerns and why he felt the application should <br />be approved. Additional speakers included former Councilman McKay who <br />spoke against the project, Mr. Lambert, Mr. Troibner, Mr. Barrett and Bill Taylor <br />from the Chamber of Commerce. Mr. Barrett and Mr. Taylor spoke in favor of <br />the project as did Mr. Troibner. Lastly, Mayor O'Grady spoke in favor of the <br />8 <br />
