Council Minutes of 6/5/2007 <br />role for our leaders to take, ever. Mayor O'Grady said there has never been any incident, <br />in the history of Labor Day parade, and certainly that could include underage <br />consumption. He fully supports the words of Mayor Clough with regard to underage <br />consumption. It is something wrong; it is something unhealthy. However, to suggest that <br />hosting or allowing alcohol on city grounds would lead to that, he thinks is a jump that <br />really isn't connected through logic. It's his firm belief the parade is going to be a good <br />event for the city and will allow us to showcase what we have in North Olmsted. Other <br />cities have eased restrictions on the presence of alcohol in city parks and city facilities, <br />and it's something we should reasonably look at. Mr. Groden said he didn't think that <br />because other cities do this, it makes it right. He doesn't think the city should be <br />involved with providing one more opportunity for alcohol consumption in front of <br />minors. <br />4) Cindy Phelps, 5812 Elmhurst Road, spoke about the cell tower issue. Although she <br />realizes that health issues aren't supposed to be discussed, it is the biggest concern to our <br />community. She doesn't want to be the guinea pig. Another issue is that she and her <br />neighbors have the fire house right behind their properties. They are willing as a <br />community to come together to help out the community as a whole, which they did do <br />because the fire house is there. They took a hit for the team. Now they are being asked <br />to take another hit for the team by putting this tower on the property directly behind their <br />homes. The Mayor has said that he would hate to think that their property values had <br />dropped or depreciated because of the fire house. But everyone knows the reality. If the <br />fire house isn't a direct hit to property values, the cell tower will be. She inquired <br />whether a consultant had been obtained because the decision on this tower is going to be <br />made on June 19. Mayor O'Grady said there had been no request for the hiring of a <br />consultant from Council, and it would be his expectation that City Council has sufficient <br />information to make their decision. The recommendation against it from the committee <br />was unanimous. Councilman Miller said, based on the information he has, he is ready to <br />make his decision. He noted another site a half mile away had been discussed, but he <br />does not know if that would be acceptable to the company. Certainly, the administration <br />can ask for the funds to hire a consultant if they wish. He is satisfied he knows enough at <br />this point to make his decision. Councilman Barker said he thought the suggestion of <br />hiring a consultant was for the future. He does not believe it could be done quickly <br />enough for this situation. <br />5) Gene Joyce, 5842 Elmhurst, spoke about the cell tower. He inquired about another <br />location and wondered why the city said the other properties were not adequate. <br />Councilman Gareau said another property owner might be interested in discussing this <br />with T-Mobile. He knows another person is interested in the area just slightly west of <br />Elmhurst. Councilman Barker said this legislation is about a cell tower at the fire station <br />site. If they don't get it there, they will look for other sites. Mayor O'Grady said this is <br />not the ultimate decision. If they find another location and bring it to the administration, <br />then it would be considered and brought to City Council. <br />6) Rich Kinzel, 5822 Elmhurst Road, expressed his opinion about the cell tower which he <br />does not want at the fire station site behind his property. <br />13 <br /> <br />
