Council Minutes of 6/5/200'1 <br />LEGISLATION <br />Resolution No. 2007-7 introduced by Mayor O`Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />replacement of the existing sound system (with allowance for future video recordings) in <br />Council Chambers and for the construction of a sound system in the new Council caucus <br />room; further authorizing the Mayor, subject to award by the Board of Control, to enter <br />into a contract with the lowest and best bidder, and declaring an emergency. Councilman <br />Barker moved for adoption. The motion was seconded by Council Member Dailey Jones <br />and passed unanimously. Resolution No. 2007-7 adopted. <br />Ordinance No. 2007-48 introduced by Mayor O'Grady was given its third reading. An <br />ordinance authorizing the transfer of certain moneys in the city's Sewer Bond Retirement <br />Fund (Fund 460) to its General Obligation Bond Retirement Fund (Fund 410). <br />Councilman Tallon moved for adoption. The motion was seconded by Councilman <br />Barker and passed unanimously. Ordinance No. 2007-48 adopted. <br />Ordinance No. 2007-50 introduced by Councilman Tallon on behalf of himself and <br />Council Members Orlowski and Ryan was given its third reading. An ordinance <br />amending Section 103.03 ("Official Seal") of the Administrative Code in order to require <br />all city vehicles, except for unmarked Police vehicles, to prominently display the official <br />city seal. Councilman Tallon moved for adoption, and the motion was seconded by <br />Councilman Ryan. Roll call: Talon, yes; Ryan, yes; Barker, no; Gareau, no with <br />comment. "I vote no this evening on 2007-50. First, the ordinance makes no exception <br />for police and fire vehicles generally and requires the city Service Dept. to invest its time <br />in modifying vehicles, including police and fire vehicles needlessly. I must tell you that <br />in the hierarchy of priorities this ranks very, very low. Other priorities of much higher <br />import include directing resources and staff to picking up long neglected brush; repairing <br />damaged pothole-marked streets, sealing cracks in our streets, cutting grass in our parks, <br />removing graffiti from the 4$0 overpass at Stearns, inspecting burned out light fixtures <br />and emptying out trash receptacles, etc. To me, this is a simple case of priorities. Mr. <br />Lambert stood up and said, if you didn't for it, then you have something to hide. Stated <br />another way, `If you don't agree with me, then your motives are in question and you're <br />up to no good.' What a shame that good people trying their best can't do their work <br />without aspersions being cast upon them based upon nothing. Especially when those who <br />criticize never invest the time by coming to committee meetings to ask questions. This is <br />a solution looking for a problem. My vote is not based upon ego, and I certainly do not <br />encourage the improper use of vehicles. My vote is no." Roll call continued: Jones, no <br />with comment. "There have been no allegations of impropriety brought to our attention <br />regarding the use of administrative vehicles. I have no information regarding the cost of <br />this project. I have no information regarding the man hours that this project would <br />require-even if it would take a week to complete, that is a week away from other much <br />needed projects in the city such as crack sealing. I would prefer to advertise our city by <br />having a sound street system. To be accused of voting against an ordinance because I <br />have something to hide is a characterization that I take offense to. I do not feel putting <br />the city seal on a few cars is the best use of our resources when I have other priorities that <br />have been laid out for me by the residents via the phone calls I receive daily.
